Description

COOPI is officially registered in Kurdish Region of Iraq and in Federal Iraq and has been active in Iraq since end of 2016 when started implementing a series projects in Education sector in Mosul district with funding from AICS and private donors. In 2019, COOPI started with WASH programming and emergency cash interventions in Salah ad Din governorate. In 2022 COOPI bring WASH, education, child protection, and livelihoods programming in Iraq

Under the project “Promoting Social Cohesion Stabilization through Young People Skilling, Employability, Entrepreneurship and Social Engagement in Mosul and Sinjar” funded by UNCIEF the following activities are planned establishment of innovation labs, Provision of Skills development activities, Provide Youth Empowerment through seed funding and employment services activities, training programs on creating CVs, Cover Letters and Job-seeking, engaging young people in joint community development initiatives contributing to social cohesion and social peace and Capacity development of Youth Advisory Group in Mosul and Sinjar.

Under the supervision of LHH Project Manager, the Program Officer is responsible for support activities related to start-up and implementation of the project in Shirqat and shall be responsible for tasks related to selection of beneficiaries, implementation, reporting and liaison with the community. The position requires extensive field work and possible trips to Erbil.

DUTIES & RESPONSIBILITIES:

Objective 1: To ensure timely and quality implementation of project activities:

  • Planning and implementation of activities such as Establishment and operating innovation Labs, Provide Youth Empowerment through seed funding and employment services activities by organizing competition and best idea win, Organizing job/internship fair event…etcBeneficiary selection processes
  • Organize community meetings with the targeted communities
  • Collect and document feedback from the field on implementation of the methodology, including challenges and lessons learnt
  • Develop, maintain and improve mutual and beneficial relationships with key stakeholders
  • Work with the admin and logistics and procurement team to support their work on the project.
  • Coordinate with the M&E team, to support district-level project monitoring and evaluation against overall goals and specific objectives.
  • Participate in monitoring the partner activity.

 

Objective 2: Stakeholders coordination

  • Coordination in the field with the local partners on best implementation including participants, and communities affected by the project activities;
  • Support in building relationships between COOPI, local authorities, municipalities and communities.

 

Objective 3: Data collection and reporting

  • File, document and report work progress to the line manager on weekly basis;
  • Regular collecting and consolidating the reports of the micro-business assistants;
  • Regular reporting of work progress to the LHH PM;
  • Report possible problems or conflicts during the activities;
  • Report the use of materials and possible improvement.

 

Objective 4: Security

  • Respect the security rules specified in the mission and the base security plan and perform the security management tasks that can be assigned in its protocols;
  • Communicate to the security referent of the working location any security related information or noncompliance with the security plan.

 

Objective 5: Support all COOPI activities

  • Support emergency interventions, as per the employee’s competences;
  • Support any activity that helps achieving COOPI humanitarian goals, as per the employee’s capacities;
  • Participate in new assessments;
  • Support other activities if it is needed;

RELATIONSHIPS AND THEIR PURPOSE:

Internal:

  • LHH Project Manager: hierarchical relationship and functional management – technical support
  • LHH team in the field of intervention: hierarchical relationship and technical support
  • Other Program Managers at the level of the base: collaboration (integrated approach) and information exchange
  • Support departments at the level of the base: collaboration and exchange of information

External:

  • Local authorities: communication, exchange of information in collaboration with the LHH Project Manager
  • Other NGOs: partnerships and technical exchanges or sharing of experience
  • Population and beneficiaries: definition of needs, targeting, communication and exchange of information.

Area covered by the programs  (Mosul & Sinjar)

Supervised by: LHH Project Manager

 

 

 

Qualifications & Preferred Skills

POSITION REQUIREMENTS:

Experience:

  • University degree on economic development topic/Social Studies/Environmental Studies/Education or related qualifications;
  • Experience in LHH of at least 2 years
  • Previous experience in conducting assessments and data entry

Skills & Qualifications:

  • Office and correspondences
  • Knowledge in the following fields
    • Economic development /business management
    • Education
    • Humanitarian principles
    • Sphere standards
    • Effective communication skills

Key Competencies:

  • Native Arabic language
  • Good level of English language, both written and spoken
