Description of Organization: The Bureau leads USAID’s integrated and inclusive approach to confront the crises of food security and climate change. The Bureau coordinates across USAID Missions, Bureaus, and Independent Offices to foster a world in which all people have sustained access to safe water, nutritious food, a healthy environment, and improved livelihoods as a result of inclusive, locally driven development strategies that protect the planet and our future.

Duties and Responsibilities: The Program Officer serves as the Agriculture and Climate Adaptation Monitoring and Evaluation Advisor and will support USAID and other organizations by providing technical leadership and guidance in the monitoring and evaluation of Feed the Future investments in general, with specific attention to monitoring and evaluating climate adaptation and agriculture investments. The Program Officer will work with a variety of USAID Operating Units, international organizations, universities, and other institutions, including through participation in technical meetings, conferences, seminars, and other activities. In addition, the incumbent will monitor financial and administrative aspects of program implementation; provide operational oversight of programs to ensure that USAID’s responsibilities and obligations are met; lead project and activity management teams including monitoring, evaluation and learning teams; and oversee technical and non-technical contractor activities that support the program.

As a Program Officer, you will:

• Provide interim evaluation reports and findings as data points to be used in strategic portfolio and strategic performance reviews;
• Serve as a key point of contact with persons and groups both inside and outside of USAID for climate adaptation-related monitoring, evaluation, and analysis;
• Manage contracts and/or grants that collect monitoring data, conduct evaluative research on programs with climate adaptation objectives, or conduct climate related analyses; and
• Provide high-level technical and analytical leadership and guidance on monitoring and evaluation metrics and methods for REFS-supported climate portfolios, strategies, and initiatives, particularly in relation to climate adaptation programming and mainstreaming and including adaptation, mitigation, and development co-benefits.

Specialized Experience: For the FL-02 (GS-14 equivalent), you must have a minimum of one year of specialized experience at the FL-03 (GS-13) grade level or equivalent and an advanced degree in a relevant area of study. Specialized experience is defined as providing high-level technical support related to monitoring, evaluation, measurement, or analytics related to climate change and/or climate adaptation especially in the context of agriculture.

Education Requirement:

• At the FSL-02 level, at least a graduate degree is required.

Conditions of Employment:

• Must be a U.S. citizen. Candidates must indicate citizenship on their application. If citizenship is not stated, the application will not be considered; and
• Must be eligible to obtain and maintain a Secret-level security clearance.

Desired Knowledge, skills and abilities:

• Development of indicators and measurement techniques to monitor and evaluate climate adaptation results within food systems;
• Strong data analysis skills;
• Developing methodological guidance for monitoring and evaluation in general and in the context of agriculture, resilience, and climate adaptation in particular;
• Strong familiarity with the application of USAID’s 2023 Feed the Future Indicator Handbook and USAID’s 2023 Climate Change Standard Indicator Handbook; and
• Strong familiarity with leading global climate models, their outputs, and the ways these data can appropriately be used.
