The Program Officer, Commissioning will support the delivery of a range of AOD and Mental Health programs in the north west Melbourne region through contributing to the planning and implementation of activities across all aspects of the commissioning cycle. They will work closely with North Western Melbourne PHN (NWMPHN) colleagues, service providers and other key stakeholders to ensure the needs and experiences of the community are understood and services are continually improved and supported.

We are the North Western Melbourne Primary Health Network (NWMPHN), Victoria’s largest independent, locally governed and run, not-for-profit PHN, dedicated to improving primary health care in our community.

What are PHNs?

PHNs have been established with two key objectives:

  • Increasing the efficiency and effectiveness of services for community members, particularly those at risk of poor health outcomes
  • Improving coordination of care to ensure people receive the right care in the right place, at the right time

A typical week may include:

  • Implementing effective strategies to manage and monitor contracts relating to the provision of high quality service delivery
  • Managing and supporting stakeholder meetings and forums including relevant preparation and post meeting follow up
  • Utilising project management approaches to ensure the timely and effective delivery of work plans and priorities, including providing regular status and risk updates to management
  • Ensuring effective and efficient data collection and reporting, including monitoring the quality of relevant data sets to drive assurance and insight
  • Developing plans, reports and other documents as required for internal and external reporting including to funding bodies (e.g., Commonwealth Department of Health and Aged Care)

We are looking for someone who has:

  • A tertiary qualifications in public health, community development, project management or other relevant discipline and/or relevant experience and knowledge within the AOD, mental health or other health services system
  • Interest in applying and developing contract management and performance monitoring knowledge and skills (of commissioned and/ or procured services)
  • Demonstrated knowledge, and/or direct experience in service systems that support people experiencing concerns related to AOD use, mental health, or other health-related issues
  • High-level project planning, administrative and problem-solving skills
  • Experience building effective relationships with key internal and external stakeholders
  • Developing and implementing ways of working that support reliable and timely delivery of projects and activities, including monitoring of key milestones
  • Highly developed communication and negotiation skills
