Job Overview: The Program Officer, Expanded Placement supports the overall management and implementation of the Remote Placement Community Partner Program: including the recruitment, training, and oversight of community partners, monitoring and documenting the progress and wellbeing of participating Reception and Placement (R&P) clients, and contributing to proposal writing and donor reporting. The Program Officer, Expanded Placement also supports the IRC’s role as a Private Sponsor Organization (PSO) in the Welcome Corps initiative by providing oversight and technical assistance to private sponsor groups (PSGs) assigned to and/or recruited by the IRC. The Program Officer works closely with the Program Officer, Community Sponsorship Training and the Program Officer, Community Engagement for Vulnerable Populations to mobilize partners and develop resources to meet partner and client needs. This position reports to the Senior Program Officer for Community Sponsorship within the Resettlement, Asylum and Integration (RAI) Department.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Lead the identification and recruitment of community partners to meet program targets, including community mapping, facilitating informational sessions, and conducting meetings with potential partners as needed.
  • Facilitate the onboarding of community partners including background checks, training, PRM applications, community partner agreements, and confidentiality policies.
  • Serve as the lead for the IRC’s role as a Private Sponsor Organization (PSO) by attending regular PSO meetings, staying up to date with all Welcome Corps program updates, and implementing the IRC’s framework for support to Private Sponsor Groups (PSGs).
  • Ensure provision of all core services in accordance with the PRM guidelines for remote placement clients. Provide consultation, guidance, and recommended resources in response to questions and technical assistance requests from community partners and private sponsor groups.
  • Maintain up-to-date subject matter expertise in Reception & Placement program requirements and PRM guidance. Analyze impact of new requirements on remote placement programming, identify gaps and process improvements, and assess compliance.
  • In collaboration with the Senior Program Officer and HQ Finance, ensure appropriate tracking and spending of direct assistance and admin payments to partners and clients.
  • Contribute to developing and submitting grants management documents, including continuation proposals and quarterly project reports.
  • Collaborate with the IRC’s Monitoring, Evaluation, and Learning team to identify trends across programs and partners and advise the Senior Program Officer of areas of concern.
  • Other duties as assigned.

Preferred Experience and Skills:

  • Bachelor’s degree in social work or related field of study preferred.
  • Relevant professional experience in human services field required; minimum of 3 years’ experience in the immigrant, refugee resettlement and social work fields, and experience in creating, building, and maintaining partnerships with a variety of stakeholders.
  • Experience in supporting community sponsorship or private sponsorship initiatives preferred.

Working Environment:

  • This role may work remotely from anywhere within the US, with potential hybrid / in-person option depending on location and candidate preference. If remote, applicants must have a home or alternate workspace they can effectively complete their work from during regularly scheduled hours.
  • Occasional domestic (non-local) travel required; up to 15%
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
