Description:

FHI 360’s Global Connections (GC) department is a leader in designing innovative international exchanges that promote leadership, professional development, academic opportunities and global collaboration for students and emerging leaders around the world. We are seeking a Program Officer II to support the implementation of teacher professional development programs for the English Access Scholarship Program (Access). Funded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs Office of English Language Programs (ECA/A/L), the Access program provides a foundation of English-language, leadership and professional skills and exposure to U.S. culture and democratic values to bright and underserved students, primary aged 13 to 20, from around the world. The Access Program also offers professional development opportunities for international English as a Foreign Language (EFL) professionals including teachers and administrators.

Job Summary:

The Program Officer II is a member of the Access Teacher Engagement Team reporting to the Project Manager. The Program Officer II will support projects across the Teacher Engagement Team portfolio primarily focusing on Access exchange programs. This position also provides opportunities for cross-team collaboration and support with other sub-teams on the Access Program

Responsibilities:

  • Support the planning and implementation of international exchange programs with participant support, partner relationships, and client requests.
  • Engage in regular communication with key stakeholders including U.S. Department of State, U.S. Embassies, and U.S. partner organizations for exchanges.
  • Support partner recruitment and selection with Request for Application (RFA) development and proposal review.
  • Review exchange design and activities to ensure alignment with program requirements and provide feedback to partner organizations.
  • Manage exchange participant communication before, during and after the exchange and troubleshoot issues associated with the application process and program participation.
  • Monitor program activities and participant engagement during exchange implementation.
  • Support program evaluation including data collection on participant engagement and experiences.
  • Develop and update program materials for exchanges such as guides, templates, and Standard Operating Procedures (SOPs).
  • Support the administrative, operational and logistical aspects of exchange programming.
  • Support travel arrangements for exchange program participants, consultants, and staff including flights, hotels, and ground transportation.
  • Accompany in-person exchange participants, as needed, to monitor technical quality and facilitate program logistics.
  • Document project accomplishments, challenges and lessons learned to be shared internally and externally through reports and presentations.
  • Provide technical assistance for the development and implementation of other teacher professional development initiatives.
  • Contribute to new business development with technical inputs to proposal development.
  • Represent FHI 360 to external audiences as requested.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor’s Degree or its international equivalent in International Education, TESOL, Instructional Design, Educational Technology, or related field; TESOL qualification is preferred.
  • Minimum of 4 years of relevant experience in the education sector with background knowledge of non-governmental organization (NGO), government agency, or private organization processes.
  • Alumnus or alumna of U.S. Government exchange programs preferred.
  • Experience with teacher training programs or supporting teacher professional development activities.
  • Experience with program development and management.
  • Demonstrated ability to learn quickly, to think strategically and creatively, to find innovative ways to respond to emerging organizational and project needs.
  • Strong interpersonal and cross-cultural communication skills demonstrated with the ability to work in a multi-cultural environment with sensitivity and respect for diversity, equity, and inclusion.
  • Strong communication skills with the ability to connect to a wide range of partners in a clear, positive manner; ability to understand, synthesize, and conceptualize input and requests from multiple collaborators.
  • Demonstrated ability to work in coordination with colleagues, program participants, and partners.
  • Capacity to balance multiple priorities, deal with inquiries and requests, and maintain close attention to detail.
  • Capability of working independently as well as in a team environment by taking initiative, meeting deadlines, solving problems, and adapting to changing priorities.
  • Must be able to read, write, and speak fluent English.
  • Strong computer productivity skills including use of databases, word processing software, Microsoft Excel, and SharePoint.

Travel Requirements: Periodic domestic travel

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US-Based Hiring Salary Range: $63,000 – $73,000

International hiring ranges will differ based on location.
