Job Overview:

The Program Officer, Monitoring and Compliance supports the overall quality assurance and compliance of the Office for State Partnerships’ (OSP) programs. The OSP is comprised of the Kansas and New Jersey Office for Refugees (Replacement Designees in the respective states). This position will lead onsite and remote monitoring of OSP’s administration of ORR Replacement Designee programs. In coordination with the OSP Director and Deputy Director, they will develop and implement the monitoring and evaluation framework used to maintain donor compliance, tracking compliance metrics; and ensure high quality program implementation standards. They will align protocols and procedures with the overall goals of the program as well as OSP and RAI’s strategic objectives. They will conduct an assessment of the program implementation in OSP offices and partner agencies and will prepare a final monitoring report along with any necessary tools and recommendations for future program compliance maintenance.

Major Responsibilities:

  • Develop OSP programmatic monitoring framework and guidelines.
  • Lead and conduct monitoring of OSP offices on ORR program implementation and compliance to ensure adherence to the federal and state’s guidance/regulations and IRC best practices.
  • Support OSP offices’ monitoring of partner program implementation.
  • Conduct assessment of partner program implementation and identify risk of program non-compliance through desk-monitoring and review of partner documents.
  • Provide OSP offices with consultation, guidance, and resources in response to questions and technical assistance requests.
  • Provide OSP program staff with guidance and recommended resources for partner management and support through the IRC’s Partnership Excellence for Equality and Results System, or PEERS.
  • Collaboratively work with partners and OSP offices to identify best and promising practices, identify areas for improvement, and develop mitigation strategies and tools to improve program implementation.
  • As needed, provide in-depth program training/refresher to new and existing OSP staff.
  • Prepare quantitative and qualitative reports on office and partner performance.
  • Analyze trends across the OSP office and partner network using relevant data sources and advise Director on best course of action.
  • At conclusion of monitoring, prepare monitoring report and final recommendations for Director.
  • Other duties as assigned.

Job Requirements:

  • Successful candidates must possess deep knowledge and experience with the Office of Refugee Resettlement Refugee Cash Assistance program and measurement of program outcomes.

Education:

  • Bachelor’s degree in social work or related field of study required.

Demonstrated Skills & Competencies:

  • Deep knowledge of the Office of Refugee Resettlement Replacement Designee/State Programs and its guidelines.
  • 3+ years working with the Office of Refugee Resettlement Replacement Designee/State Programs with emphasis on managing compliance.
  • Experience providing technical assistance and trainings.
  • Experience conducting risk-assessments.
  • Knowledge of and experience with subawards/partnerships strongly desired, including IRC’s Partnership Excellence for Equality and Results System, or PEERS.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.
  • Highly proficient in Microsoft Office suite.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Ability to manage and work through change in a proactive and positive manner.
  • Strong analytic problem-solving skills
  • Attention to detail and accuracy in work product.

Working Environment:

  • Remote work
  • Two site visits required; one to New Jersey and one to Kansas.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
