JOB BRIEF

The Program Officer will support the Learning, Evaluation, and Research (LER) Team’s efforts to strengthen project design, monitoring, evaluation and learning across the Institute. The Program Officer will function as principal planner for data/knowledge management and governance, and function as lead data visualization analyst to present statistical information that informs the Institute of progress made toward strategic goals and objectives. Further, the Program Officer will play a central role in leveraging tools and systems that effectively accomplish LER objectives. This position is based in Washington, DC, reports to the Director of Learning, Evaluation, and Research and is a member of the Center for Thematic Excellence.

TARGET SALARY

Grade 13 – $117,000 – $121,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Major Institute-level Duties and Responsibilities

Design and manage tools and systems that capture, visualize and disseminate Institute-wide program data.

* Develop tools and resources to integrate monitoring, evaluation, and learning (MEL) frameworks across USIP projects.

* Organize and lead processes for the collection, collation, and analysis of enterprise-level data, including playing a leadership role in providing support across all USIP centers and offices.

* Support cross-Institute learning activities, including all programmatic centers, to share lessons learned from USIP programming and MEL efforts.

Major Programmatic Duties and Responsibilities

* Work in an embedded fashion with programmatic teams to improve project design, monitoring, evaluation and learning processes. Oversee the effective implementation of these systems and ensure that the data is valuable and utilized to improve programming.

* Collaborate with teams to process information into data visualizations and infographics utilizing a range of formats and platforms including Business Intelligence software.

* Design, build and maintain internal reports and dashboards using QuickBase, Microsoft Power BI, Survey Monkey and additional software for team-level learning efforts.

* Conduct training activities (online and in-person) with staff in DC and in-country to improve their capacity to conduct M&E and learning activities.

* Develop resources and tools on the “USIP way” to conduct MEL to further empower staff to conduct MEL independently.

* As part of the Project Development Specialist Team, review and refine project proposals for interagency opportunities that align with USIP’s mission and goals.

* Performs other duties as assigned.

QUALIFICATIONS

* Bachelor’s degree (Masters preferred) in international relations or related field.

* Seven (7) or more years related experience, with at least two years of MEL experience, specifically in developing monitoring strategies, indicators, and data collection strategies for field-based programs desired.

* Significant experience working with data management and visualization systems

* Knowledge of peacebuilding alongside MEL concepts, evaluation design, and data analysis.

* Substantial practical experience applying design and MEL concepts to programming in conflict zones.

* Significant experience training peacebuilding practitioners on design, monitoring, evaluation and learning concepts.

* Excellent verbal and written communication skills, including ability to effectively communicate with internal and external audiences. Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.

* International travel required (typically 1-2 short visits per year to USIP country offices).
