Job Description

Job Overview: The Program Officer, Reception & Placement (R&P) supports the overall management and implementation of R&P Program: including support to local staff implementing the program, technical assistance, monitoring, proposal writing and donor reporting. The Program Officer works closely with R&P supervisors across the IRC network, R&P HQ team, and the wider HQ Resettlement team) to develop services to meet individual client needs. This position reports to Senior Program Officer, R&P within Resettlement, Asylum and Integration (RAI) Department.

Major Responsibilities: 

Responsibilities include, but are not limited to: 

  • Collaborate with local offices to implement Reception & Placement (R&P) by leading monthly consultations and developing action plans to improve service delivery and self-sufficiency outcomes for clients. Monitor progress toward goals.
  • Provide consultation, guidance, and recommended resources during R&P monthly discussion calls and in response to questions and technical assistance requests.
  • Support compliance with donor requirements including but not limited to monitoring of local programs, tracking grant commitments across the network; contributing to reports in a timely manner.
  • Build and develop strategic partnerships with key internal and external partners with an emphasis on R&P supervisors, case management community of practice leaders, and measurement and data analysis colleagues.
  • Develop and deliver trainings related to designated area of expertise, to include one on one training for R&P supervisors, in-person technical assistance, webinars, self-paced e-learning, online courses, etc.
  • Analyze trends across the network using relevant data sources and advise Senior Program Officer on best course of action.
  • Supervise the Resettlement Program Coordinator. Supervision to include goal setting, performance evaluations and weekly 1-1 meetings with direct report, and consistent feedback on performance.
  • Oversee the submission of key grant deliverables including monthly R&P period reports, minor suitability studies, and follow-up minor evaluation reports. Support Resettlement Program Coordinator to ensure accuracy of these deliverables, analyze data from these deliverables to improve R&P core service provision, and create action plans to resolve monitoring findings related to these outcomes.
  • Other duties as assigned.

Job Requirements:

Education: Bachelor’s degree in social work or related field of study preferred.

Work Experience:

  • Relevant professional experience in human services field required; minimum of 4 years’ experience in delivering R&P strongly preferred.

Working Environment: 

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 25%.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
