Job Overview: The Program Officer, R&P Compliance and Administration supports the overall operations and administration of the Reception & Placement (R&P) Program: including support to local staff implementing the program, monitoring, proposal writing and donor reporting. They lead the management and tracking of all client complaints, quality assurance outcomes, and communication received. The Program Officer works closely with the R&P HQ team, HQ Finance, IRIS/ETO, and Integra teams to ensure R&P program integrity, accountability and compliance with funder requirements. This position reports to Senior Program Officer, R&P within Resettlement, Asylum and Integration (RAI) Department.

Major Responsibilities: 

  • Support compliance with donor requirements including but not limited to monitoring of local programs, tracking progress towards R&P grant commitments across the network; writing, editing and submitting R&P quarterly and annual reports in a timely manner.
  • Analyze trends across the network specific to quality assurance, quarterly consultations, R&P objectives and indicators, client complaints, strategic action plans, and monitoring findings. Using relevant data sources, host quarterly data review meetings and advise Senior Program Officer on best course of action.
  • Implement key communication initiatives across the Resettlement team including development of a communication strategy, investigation of complaints received by donors and clients, management of key communication channels, and publication of monthly Resettlement digest.
  • Build and develop strategic partnerships with key internal and external partners to ensure efficient coordination on direct financial assistance for clients, collaboration on R&P needs with information systems, and support for delayed client documentation.
  • Collaborate with HQ colleagues and local offices to facilitate opportunities for peer-to-peer exchange including leading procurement activities for the Annual Resettlement Conference and launching the R&P field exchange program.
  • In collaboration with R&P Sr. Program Officer, ensure that IRC R&P partnerships are opened, maintained, and closed in accordance with the IRC’s Partnership Excellence for Equality and Results System (PEERS) as well as relevant funder rules and regulations while championing IRC’s partnership principles of equality, transparency, responsibility, complementarity, humility, and results-oriented approach.

Job Requirements:

Education: Bachelor’s degree in social work or related field of study preferred.

Work Experience:

  • Relevant professional experience in human services field required; minimum of 2-4 years’ experience strongly preferred.

  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
