Position context:

With the aim of improving healthcare services in the 21st century, le Ministère de la Santé et des Services sociaux du Québec (MSSS) created Réseaux Universitaires Intégrés de Santé et Service Sociaux (RUISSS) in 2003. A portion of Quebec’s territory was then assigned to each of the province’s four medical faculties (McGill University, Université de Montréal, Université de Sherbrooke and Université Laval) to facilitate access to specialized care, medical education and medical research in the province’s many regions.   

The McGill Réseau universitaire intégré de santé et services sociaux (RUISSS McGill) is responsible for a vast and diversified territory, stretching from Montreal to Nunavik in the Far North and covers 63% of Quebec’s surface area. The structure is comprised of 7 administrative regions, 1 university hospital center, 2 Centres intégrés universitaires de santé et de services sociaux (CIUSSS) , 3 Centres intégrés de santé et de services sociaux (CISSS) and 3 other health centers, RUISSS McGill’s mission is to provide an improved access to healthcare for Quebec’ population.  

The RUISSS McGill administrative office coordinates all activities associated with RUISSS McGill. The main focus of the Program Officer role is providing administrative support to Director of RUISSS McGill in carrying out his mandate, as well as supporting RUISSS McGill activities, committees and working groups.

Primary Responsibilities:

1. Act as a liason with various stakeholders:

  • MSSS and RUISSS McGill establishments to ensure the information flow and follow up on the action items on the activities in support of various projects and objectives.
  • Collaborate with other universities’ RUISSS administrators and leadership on various projects.
  • Various RUISSS McGill Initiatives and projects, including:
  • a) RUISSS McGill Indigenous Affairs committee;
  • b) Youth Best Practices promotion committee;
  • c) Committee of Directors of professional services of RUISSS McGill establishments;
  • d) Centre of expertise on chronic pain;
  • e) RUISSS McGill’s virtual community of practice on clinical relevance (Webinar management);
  • f) Electronic library resources consortium;
  • g) Learning health system support unit;
  • h) Academic Training-Campus médical en Outaouais .

2. Support Director of RUISSS McGill in:

  • Administrative and budgetary management of RUISSS McGill.
  • Analyse the financial operations of the area. Participate in budgetary planning and recommend budget allocations, prepare and submit operating and other budgets. Determine financial priorities.
  • Supervise the work of the RUISSS McGill administrative support staff and evaluate progress of assignments and results.
  • Act as secretary for the RUISSS McGill Steering Committee. In collaboration with the RUISSS McGill Director, organizes meetings, proposes the agenda, stimulates discussion on certain subjects, takes detailed minutes and carries out related follow-ups.
  • Participate in various committees on behalf of RUISSS McGill; organize committee meetings, prepare agenda and participate in committee meetings; make recommendations and propose solutions. Ensure follow-up and implementation of agreed decisions.
  • Conduct information search, analyze data and prepare reports as required in support of various RUISSS projects and initiatives. Track progress, compile statistics, complete questionnaires and surveys for inclusion in reports.
  • Maintain RUISSS McGill’s electronic information system, which includes the collection, sorting and storage of all relevant documents and data produced or received from various sources.

3. Participate in setting RUISSS McGill’s strategic direction:

  • Research information on current and future topics and projects, communicate with other RUISSS offices in order to benchmark project progress, drive innovation and contribute ideas to further the RUISSS mission.

4. In partnership with the Communications office of McGill University’s Faculty of Medicine and Health Sciences, collaborate on the implementation of communications strategies to improve RUISSS McGill’s visibility.

5. Maintain and regularly update the RUISSS McGill website.

Other Qualifying Skills and/or Abilities
Tact, diplomacy and professionalism, proven ability to interact with a variety of high-profile external and internal stakeholders; ability to build constructive and effective relationships. Proven technical ability to analyze and interpret data in order to draw conclusions. Proven ability to multi-task and manage multiple projects simultaneously. Advanced experience working with MS Office suite (Word, Excel, PowerPoint, Outlook, MS Teams, Zoom) and taking detailed minutes. Proven ability to draft correspondence, must be accurate and possess superior attention to detail. Proven discretion in dealing with confidential information. Excellent oral and written communication skills. Fully bilingual: French (mother tongue or advanced level) and English (advanced level), both oral and written.

Knowledge of French and English: McGill University is an English-language university where day to day duties may require English communication both verbally and in writing. The level of English required for this position has been assessed at a level 4 on a scale of 0-4.

Annual Salary:

(MPEX Grade 04) $62,550.00 – $78,190.00 – $93,830.00
