The Program Officer, Workforce Development supports IRC’s Economic Empowerment programs in 30 US cities and intermittently in Europe and on other international projects. The Program Officer is responsible for providing the economic empowerment technical team with support in key areas including project management of specific Economic Empowerment initiatives, resource development (e.g. program tools, client-facing resources), coordination of program activities with internal and external partners, data collection and reporting for specific Economic Empowerment initiatives, and directly supporting special events, conferences, and trainings.

Major Responsibilities:

Project Management

• Serve as a project management lead on assigned economic empowerment initiatives, taking ownership of ensuring that the project is delivered in a high-quality, on-time fashion

• Develop and utilize tools such as work plans, communication tools, program and financial tracking tools, and other resources to support effective project management

• Engage in regular, well-organized and professional communication with multiple project stakeholders including IRC colleagues, non-profits, industry partners, and government partners

Program and Resource Contributions

• Use existing program and technical knowledge of economic empowerment programs to support the delivery of projects that are aligned with practices, policies, delivery strategies, and funder requirements used in economic empowerment programs

• Stay abreast of practices, policies, delivery strategies, and funding within economic empowerment programs to support responsive, high-quality work on assigned economic empowerment initiatives

• Working closely with the economic empowerment technical staff, develop and deliver on the production of project assets such as toolkits, CoPs, trainings, and resources

• Play a lead role in knowledge management for assigned economic empowerment initiatives

• Stay abreast of trends, resources, and tools being developed by peer organizations and external stakeholders that support economic empowerment programming

Event and Special Activity Support

• Working closely with the economic empowerment technical staff, plan, coordinate, and implement activities such as workshops, webinars, trainings, and site visits including those that involve multiple partners for assigned economic empowerment initiatives

Key Working Relationships:

Position reports to: Sr. Director, Economic Empowerment

The Program Officer, Workforce Development maintains close working relationships with the economic empowerment technical staff, staff in field offices, staff in the Program Quality & Innovation unit, and Research, Analysis and Learning unit.

Job Requirements:

• University degree in a relevant social science, public administration, community development, business, or a related field required; graduate degree in a related field an asset

• Minimum of 3-5 years of experience with progressive responsibility in implementation or administration of social service, economic development, or related programming in a non-profit or public context

• Demonstrated experience using project management tools such as work plans, finance trackers, and communication tools

• Demonstrated expertise in developing high-quality program tools for diverse populations required

• Demonstrated experience managing program data in a non-profit environment required

• Experience with Efforts to Outcomes (ETO) and advanced Microsoft Office Excel skills strongly preferred

• Demonstrated experience providing coordination and logistics support to special events required

• Excellent communication, teambuilding and interpersonal skills

• Ability to think strategically and creatively.

• Strong organizational skills with ability to juggle multiple tasks, set priorities, effectively manage time and meet deadlines, and proven ability to work under pressure

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.

US Benefits: We offer a comprehensive and highly competitive set of benefits. In the US, these include: 10 sick days, 10 US holidays, 20-25 paid time off days (depending on role and tenure), medical insurance starting at $145 per month, dental starting at $7 per month, and vision starting at $5 per month, FSA for healthcare, childcare, and commuter costs, a 403b retirement savings plans with up to 4.5% immediately vested matching contribution, plus a 3-7% base IRC contribution (3 year vesting), disability & life insurance, and an Employee Assistance Program which is available to our staff and their families to support counseling and care in times of crisis and mental health struggles.
