Background:
The World Service (WS) is LWF’s internationally recognized humanitarian and development arm. It has earned a distinguished record by linking timely, compassionate, and professional emergency response with excellence in rehabilitation, reconstruction, and effective long-term development efforts. Mandated by the communion of the LWF to carry out effective and empowering programing addressing human sufferings, injustice and emergencies, LWF World Service works with and for vulnerable and crisis-affected populations to achieve justice, peace and sustainable lives.
LWF Iraq has worked in Northern Iraq / Iraqi Kurdistan since 2014 and has been registered with the Kurdistan Regional Government since 2015. It has offices in Dohuk and Erbil. As an active member in WASH, Livelihood & Social Cohesion and SGBV/Protection Working Groups, LWF Iraq cooperates closely with relevant UN agencies, other INGOs, local NGOs and local authorities. All LWF Iraq ongoing programs in the field of WASH, Protection (PSS), Peacebuilding and Livelihoods contribute to the Iraq Humanitarian Response Plan and comply with the Core Humanitarian Standard. LWF currently implements activities in the areas of Dohuk and Nineveh Governorates. Through partners, LWF Iraq has reached Salah Al-Din, Bagdad and Anbar Governorates serving IDPs, returnees and host communities in and outside camp settlements.
Scope of Work:
The Program and Operation Support Officer will be responsible for coordinating and assisting the project team in implementing the project activities in Ninewa governorate. Also, manage day-to-day operations and administrative support in handling administrative tasks, such as logistics, procurement, and supporting logistical arrangements.
Program Implementation Support
1. Community Engagement & Coordination
- Serve as a primary focal point between LWF staff, community members, government entities, and NGOs operating in the project area.
- Collect and maintain up-to-date information on community focal points and coordinate effectively with stakeholders including Mukhtars, community leaders, community groups, key farmers, and other relevant actors in target locations.
- Gather and regularly update information on the activities of other humanitarian actors to support coordination and avoid duplication.
- Facilitate strong communication channels and build trust with communities to ensure meaningful participation in project activities.
- Support field teams in negotiating access to current and potential project locations through engagement with community stakeholders and local authorities.
2. Project Implementation
- Plan, organize, and support the implementation of project activities in coordination with Project Officers, including assisting in identifying and selecting target groups and individual participants, liaising with partners and authorities and sharing communication with stakeholders and beneficiaries.
- Develop weekly and monthly work plans to ensure timely, effective, and organized assistance in implementation of sector project activities, including field assessments and community-based interventions.
- Organize and support project staff to carry out regular field visits to oversee implementation progress, identify gaps, and ensure adherence to project standards.
3. Data Collection, Assessments & Monitoring
- Support the M&E and Project staff to conduct interviews and facilitate focus group discussions (FGDs) with community participants involved in different project activities in the project locations.
- Assist the M&E staff in carrying out standardized surveys with targeted households and individuals to enable program planning, monitoring, and evaluation.
- Monitor contextual changes in the project area and promptly report any operational, social, or political developments that could affect project activities to the program coordinator.
- Work closely with the LWF Monitoring & Evaluation team to assist in getting field updates from Ninewa and contribute to the collection of data for the LWF dashboards.
Operation Support
Procurement:
- Use E-Procurement platform and facilitate registering vendors in the system in Ninewa.
- Process and respond to purchase requests as may be assigned by the SLO in a timely manner
- Ensure all LWF policies and procedures are followed for the procurement process carried out in the field office of Ninewa.
- Verify and Prepare GRN for receipt of project or office items received in Ninewa Project Areas by comparing items received to items ordered.
- Update the assets list and make inventory for LWF stock regularly
- Follow all procedures related to delivery and dispatch of commodities as requested with the help of the Logistics Officer.
- Fleet management, oversee the activities of the driver, plan the vehicles needed to transport staff to the field sites, meetings and other locations, check the vehicles regularly and ensure all documents are properly filled as much as applicable.
- Carry out any other duties as requested by the LWF Iraq Senior Logistics Officer within scope of work.
Security:
- Follow up on access permissions in Ninewa.
- Serve as Security Focal Point for the Mosul office
- Support the LWF-Iraq SFP to monitor the security environment in Mosul and be in contact with the field staff and report to SFP in Duhok regularly
- Participate in preparing risk assessment and update it
- Inform the SFP about any security incident or any security information that is related to the LWF implementation area.
- Participate in security management team meetings when needed.
- Do security tasks that are given by SFP when requested
Finance:
- Assist in preparing and reviewing invoices and receipts related to field expenditures.
- Support Finance Team to deliver cash payments to beneficiaries in workshops/events/training sessions in field operation locations in Nineveh governorate.
- Support Finance Team to report and pay taxes and social security in Mosul.
- Any other finance related tasks as requested by Finance Manager.
