This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Inclusive Growth, Partnerships, and Innovation, Innovation, Technology, and Research, (IPI/ITR),at the U.S. Agency for International Development (USAID).

Duties

  • Serves as an USAID Agreement Officer’s Representative or a Contracting Officer’s Representative for Digital Development activities, including design, development, procurement, management, and oversight.
  • Establishes long and short-term objectives that focus on identified staffing needs of the organization; assists in developing plans-of-action to attain established program goals and priorities.
  • Coordinates Technology Division Human Resources for all staffing classifications and provides staff with information and interpretations of the Agency’s Human Resource procedures, practices, policies, and guidelines.
  • Develops and conducts training on Human Resources and Digital Development for the Technology Division, and integrates skills in digital development across the technical and programmatic occupational categories of our workforce throughout USAID.

  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience:

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Serving as a contract administrator or project manager to review contracts for accuracy and compliance;
b) Preparing award documents for execution to ensure necessary approvals are made for the following processes such as administering, modifying, terminating award actions, and performing budget analysis functions; c) Identifying proposal deficiencies to make recommendations to the approving officials; AND d) Drafting a variety of human resource reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence for organizational purposes.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
