Overview:

International Business and Technical Consultants, Inc. Since 2005, IBTCI has successfully implemented more than 26 regional and bi-lateral MEL service platforms worldwide.

IBTCI is seeking a Program Support Services Lead for the anticipated Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) in Afghanistan. The purpose of MECLA is to provide monitoring, evaluation, collaboration, and learning services, as well as program support, to USAID/Afghanistan, the USAID Bureau of Humanitarian Assistance (BHA), and the U.S. Department of State’s Bureau of Population, Refugee, and Migration (PRM).

The Program Support Services Lead will oversee the implementation of Objective Four of MECLA, which focuses on providing short-term advisory assistance to the Mission to support strategic planning, portfolio alignment efforts, and performance management processes. This includes refining Mission strategy documents, assisting with activity and sector-level indicators, and reducing administrative burdens for the Mission.

The ideal candidate will possess extensive experience in providing advisory services, developing performance management frameworks, and facilitating alignment of Mission-wide activities within the USAID Program Cycle.The position can be remote/hybrid, with preference for time zones that enable effective communication with both Afghanistan and the U.S. East Coast, albeit with not infrequent travel to the USAID Mission in Doha and to the MECLA project office in Kabul

This position is open to the U.S. Nationals (USN), Third Country Nationals (TCN), and Local Nationals. The role will be remote and may be less than full-time, depending on project needs and budget availability. Applicants should be prepared for a flexible schedule and indicate their availability in their application.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide short-term advisory assistance to support Mission-wide strategic planning, portfolio alignment, and refinement of Mission strategy documents, including the Performance Management Plan (PMP).
  • Develop and refine appropriate standardized and custom indicators to align with Mission priorities and USAID policies, ensuring the creation of comprehensive Performance Indicator Reference Sheets (PIRS).
  • Conduct analytical work and provide advisory support to inform Mission Program Cycle processes, such as portfolio reviews, mid-term stocktaking, and strategic planning efforts.
  • Collaborate with the Office of Program and Project Development (OPPD) and Technical Offices to deliver performance management advisory assistance, ensuring alignment with the USAID Program Cycle.
  • Streamline Mission processes to reduce administrative and management burdens while maintaining compliance and efficiency.
  • Design and deliver analytical tools and methodologies to enhance Mission-wide performance tracking, portfolio alignment, and decision-making.
  • Facilitate capacity-building activities to strengthen Mission staff and implement partner capabilities in performance management, indicator development, and strategic alignment.
  • Coordinate closely with Technical Offices, ensuring cohesive and integrated approaches to strategy refinement and performance management.

Other Tasks/Responsibilities:

  • Provide technical support to refine and streamline Mission processes, ensuring a balance between operational efficiency and compliance with USAID policies.
  • Support activity-level and sector-specific strategy development and alignment with overarching Mission objectives.
  • Develop high-quality deliverables, including strategy documents, advisory reports, PMP updates, and indicator frameworks.
  • Maintain effective communication with Mission staff, USAID technical offices, implementing partners, and other key stakeholders.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least 7 years of experience in strategic planning, program support, or performance management, preferably with USAID or similar donors.
  • Demonstrated expertise in developing PMPs, refining strategy documents, and aligning complex portfolios with Mission objectives.
  • Proven ability to effectively engage with diverse teams and advance complex projects in challenging environments.
  • Strong knowledge of USAID policies, including ADS 201 and 205, and experience with the USAID Program Cycle.
  • Exceptional organizational, analytical, and communication skills.
  • Proficiency in data visualization and project management tools.
  • Oral and written fluency in English required, fluency in Pashto and Dari preferred.

Education: Master’s degree in International Development, Public Administration, Social Sciences, or a related field.

Preferred Knowledge, Skills and Abilities:

  • Previous experience working with the USAID/Afghanistan Mission.
  • Previous experience working within a USAID Mission Program Office.
  • Previous experience in conflict-affected environments, particularly Afghanistan, is strongly preferred.

Working Environment: Work is typically performed in an office environment. The assignment will be based in Kabul, Afghanistan.

Physical Requirements: This is largely a sedentary position that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occassionally lift or move up to 25 pounds.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is 90,000 to 130,000 USD annually.
