Our Programme Accountability & Participation Advisor is on maternity leave. Therefore we have a temporary exciting challenge available with War Child.

Overview

As a Programme Accountability and Participation Advisor you will have proven expertise and experience in the field of programme accountability and participation, including in emergency settings. The Programme Accountability and Participation Advisor will lead on, design, operationalise and monitor Accountability and Participation resources, tools and processes for War Child. You will ensure continuous quality development, strengthen capabilities, facilitate learning and contribute to the sector knowledge and practice exchange.

This role will lead on promotion of Accountability and Participation across the organisation, including meeting key organisational strategic objectives. You will coordinate a group of accountability and participation focal points based across country and regional offices within the organisation, promoting collaboration, knowledge exchange and learning in furthering the quality of War Child’s programming. In collaboration with regionally based technical colleagues, you will provide technical support to the organisation, including Country Offices, global programmes and War Child affiliates

You are part of the Programme Quality team within the Programme Quality, Scaling and Advocacy Department and report to the Learning Organisation Team Lead. You work in close collaboration with programme colleagues and management in the global office, regional hubs and country offices as well as other departments in the organization. You collaborate closely with the Research & Development team and support with the development and the roll out of evidence-based methodologies, considering a participation and accountability lens.

This position can be stationed in the countries where WCH has its offices (the successful candidate needs to be eligible to work in that location; preference given to local candidates).

Your Challenge

  • Design and coordinate operationalization of the accountability and participation resources, tools and processes.
  • Lead and promote the adherence to the CHS (including auditing process) across the organisation through ensuring leadership buy-in, flagging organisational risks at senior management level, providing technical expertise and sharing of resources and learning opportunities within War Child and with our partners
  • Develop and lead on the socialisation of organisational policies, SOPs, tools and standards for Accountability and Participation.
  • Strengthen capacity and programme quality across our programmes and partners.
  • Represent, and build up the profile and reputation of War Child’s programme accountability and participation work and commitment to the Core Humanitarian Standard, in internal and external networks and bodies, driving collaboration and engaging with other teams such as R&D, Advocacy and Emergency Response.
  • Strengthen capabilities and develop, deliver and monitor a learning path on Accountability and Participation in collaboration with experts to War Child Staff and its affiliates.
  • Represent War Child and participate in global/ inter-agency networks and bodies that are relevant to the achievement of War Child’s mission and contribute to the implementation of their work plans.
  • Provide representation in relevant internal forums, such as the Localisation Working Group; Participation and Inclusion Working Group; Quality Management Group; Learning Promotors to further embed accountability and the CHS across the organisation.

Your Profile

  • Relevant academic background on areas related to participation and child rights.
  • At least 5 years’ experience in area of expertise, of which at least 3 years significant experience of working in a (post) conflict setting and with the international development and humanitarian sectors.
  • Experience of adapting accountability and participation tools and processes to different contexts and with implementation of remote Accountability and Participation processes.
  • Strong advisory and influencing skills, with a strategic thinking mindset.
  • Proven experience with context analysis, needs assessments, proposal design and programme/grant management cycle.
  • Experience in developing methods, tools, programs/interventions, learning, development and delivering training.
  • Strong remote and presential coordination skills (e.g. coordination of working groups, networks, communities of practice), project management experience, as well as facilitation skills.
  • Solid communicator, willing to share knowledge, best practices and experience.
  • Able to demonstrate excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a culturally diverse team setting and with multiple partners. Strengths include listening, empathy, flexibility, and creativity.
  • Knowledge and experience in Monitoring & Evaluation
  • Sound knowledge and understanding of children’s rights.
  • Fluency in English, including strong written skills, and the ability to communicate complex information in an effective way.
  • Willing to travel to country offices of the War Child Alliance, its affiliates and elsewhere is required to fulfil the obligations of this role.

Our Offer

  • The following offer is based on a Dutch employment contract, actually conditions depend on the local office
  • Salary range from € 3, 785 – € 4, 706 gross per month, based on 40 hours per week (the exact step determined by the years of relevant working experience).
  • An employment contact with War Child for 32 hours per week (or 24 hours if preferred) from March 2024 (earlier start date can be discussed)
  • until December 2024.
  • 28 vacation days on full time basis (consisting of 26 vacation days plus 2 additional fixed free days, based on 40 hours work week).
  • A pension scheme fully paid by War Child.
  • Compensation for travel and work from home costs.
  • Laptop to work from any location and monthly mobile phone contribution of € 25.
