- To deliver on our commitment to empower people in the face of climate change, we are seeking an engaged and pro-active Programme Adviser to join our Climate Action team. As Programme Adviser, you will be supporting NORCAPs well-established portfolio on Climate Services, as well as contribute to further develop our emerging portfolio on Climate Adaptation.
RESPONSIBILITIES
The Programme Advisor is responsible for supporting all functions in the team he/she is part of to delivering the project within the approved project mandate and in accordance with the NORCAP strategy 2022-2026. The Programme Advisor will be part of relevant project and strategic teams.
Generic responsibilities (max 10)
- Compliance with NORCAP and NRC policies, procedures, strategy, and branding.
- Proactively contribute to effective and well-functioning team(s) that delivers collectively and according to plans and take on the role as Team Coordinator as agreed in the team structure.
- Support monitoring, implementation and reporting of relevant thematic areas and projects in accordance with relevant strategic plans, grant agreements, result frameworks, and budgets.
- Contribute to developing and implementing action plans for both thematic areas.
- Support communication and advocacy efforts.
- Provide inputs to budgeting processes upon request from project manager.
- Represent NORCAP Climate Action according to needs in relevant fora and vis-à-vis international, regional, and national donors, partners, and stakeholders.
- Facilitate and promote best practices and learning across the department.
- Perform other duties in the department as appropriate.
Specific responsibilities
- Responsible for ensuring appropriate implementation of relevant projects according to result frameworks and budgets, including to draft reports (internal and external), and lead the scale up and quality assurance of existing programmes.
- Follow up with experts on assignments (before/after/end of assignment) alongside relevant colleagues in the team and ensure implementation of the NORCAP Climate Action Sustainability Plan for expert deployments.
- Develop new initiatives and programmes in the areas of climate services, climate adaptation, and resilience.
- Fundraise: Contribute to ensuring new and continuation of existing funds in the assigned thematic areas.
- Actively develop and promote NORCAP and NRC advocacy messages and information material within the area of responsibility.
- Responsible for organising internal and external events and workshops.
- Represent the team and NORCAP in relevant meetings internally and externally.
- Research and analyse technical and thematic priorities, as well as emerging trends, fields, and geographic regions of importance for the thematic areas, including to initiate collaboration across thematic areas and teams (within NORCAP/NRC), partners, and other stakeholders.
- Support Programme Manager in ensuring that the selected projects are following the NORCAP Project Playbook and Cycles, and all other relevant NORCAP/NRC policies and Guidelines.
QUALIFICATIONS
To effectively deliver on these essential duties, a successful candidate will possess a unique blend of experience and qualifications, including:
- Minimum of 5 years of relevant experience.
- Relevant graduate or professional qualification.
- Knowledge and experience of working with climate adaptation and preferrable climate services.
- Experience of working with people in complex environments and across cultures.
- Experience from communication/advocacy is an asset.
- Experience with working with team structures, donor reporting and with field-based colleagues is an asset.
- Documented results related to the position’s responsibilities.
- Fluency in English, both written and verbal. French is an asset.
- Knowledge of standard ICT office support systems
