Under this project, UN Women Türkiye is will work with local level civic groups, grassroots initiatives, young people, especially young women, and civil society organizations as knowledge partners, responsible parties, and advocates to promote and raise awareness on gender equality at grassroots level in various localities/municipalities to be identified. The intervention will have a strong empowerment angle specifically targeting local level civic groups and young women and an advocacy component to be implemented particularly at the local level. The project also seeks to foster the intergenerational dialogue among young women and experienced current leaders of the women’s movement in Türkiye in a way to address the issue of further involvement of young women in civic activism and to learn from young women to integrate alternative advocacy approaches and strategies to appeal to a wider and a younger audience on gender equality. Finally, the project will seek active engagement of young men in partnership with young women for gender equality and ending gender-based discrimination and violence and to explore and challenge predominant notions of masculinities. The project expected to start in January 2024 will have an implementation period of 3 years.
Reporting to Programme Specialist (NOC), the Programme Analyst will be responsible for programme support to the effective management of UN Women programmes in the CO by contributing to the programme design, formulation, implementation, and evaluation. S/he will support the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. S/he will work in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Provide technical support to the implementation and management of the Reimagining A More Equal Future Project:

Duties and Responsibilities:
Key Functions and Accountabilities:
Provide technical support to the implementation and management of the Reimagining A More Equal Future Project:
- Provide inputs to the annual workplan and budget as required;
- Coordinate and monitor the implementation of programme activities;
- Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Review and coordinate the submission of implementing partner financial and narrative reports;
- Train partners on Results Based Management and monitor implementation.
Provide technical assistance and capacity development support to project/programme partners:
- Provide technical support to and technically oversee the implementation of programme activities with partners specifically at the local level;
- Lead development of technical knowledge products;
- Maintain relationships with national partners to support implementation and expansion of the programme;
- Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.
Provide technical inputs to the monitoring and reporting of the Reimagining A More Equal Future Project:
- Monitor progress on programme activity, results, and indicators;
- Monitor the implementation of proposals by responsible partners;
- Draft reports on monitoring missions, programme results, outputs, and outcomes;
- Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs, and outcomes.
- Provide technical support to the Programme Specialist (NOC) on inter-agency coordination related activities by providing inputs to background reports and briefs.
Provide technical inputs to the management of people and finances of the Reimagining A More Equal Future Project:
- Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
- Provide inputs to financial reports;
- Oversee the work of Programme Assistant and consultants as needed.
- Contribute to building partnerships, development of new programs and resource mobilization strategies
- Provide substantive inputs to the development of program/project proposals to mobilize resources in the field of gender equality and civic engagement and youth participation.
- Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
Provide inputs to advocacy, knowledge building and communication efforts:
- Provide technical inputs to background documents, briefs and presentations on grassroots level engagement, civil society capacity development, empowerment of youth, especially young women, and intergenerational dialogue,
- Coordinate and support the organization of communication and advocacy activities, campaigns events, trainings;
- Provide inputs and coordinate the development of knowledge management products on the programme, including development of participatory and inclusive methodologies;
Supervisory/Managerial Responsibilities:
The Programme Analyst will supervise the Programme Assistant (SB3), guides, and facilitates the delivery of the Project, by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Required Skills and Experience:
Recruitment Qualifications:
Education and certification:
- Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 1year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building
- Experience in working in the field of women’s empowerment and gender equality Is a strong asset.
- Experience in working with the civic groups at the local level is an asset;
- Experience in working with youth groups is an asset
- Experience coordinating and liaising with government agencies and/or donors is an asset.
Language Requirements:
- Fluency in English and Turkish is required;
