Programme Analyst

The Position:

Taking into consideration the ongoing decentralization in Malawi and necessity of the creation of national ownership at the district level UNFPA will have district presence. The Programme Analyst position is district based, ensuring the programmatic delivery of UNFPA’s work in the Field. S/He is responsible for translating and supporting the delivery of the Country Office programme in the field. The post holder will be substantively responsible for the provision of integrated technical assistance and environmental scanning. He/ she will coordinate all the UNFPA interventions, from all funds and projects, under the districts’ work plan in close collaboration and dialogue with all programmatic and operations responsible persons. Thus, S/He will contribute to the translation, implementation, coordination and monitoring of programme activities in the field      including in Sexual Reproductive Health and Rights (SRHR), HIV/AIDS, Gender/GBV/harmful practices such as child marriage,  Adolescent and Youth, Population and Development issues in both humanitarian and development settings.

Under the direct supervision of the Program Speciallit: Youth & Adolescents the Programme Analyst contributes to management of UNFPA’s programming activities on reducing harmful practices such as child marriage and GBV in Malawi particularly among the adolescents/young people, women and key population groups; including in humanitarian settings. S/he works closely with the other Programme Analysts and specialists in achieving the targets of the CO in Integrated Sexual Reproductive Health and Rights (ISRHR). 

The Programme Analyst actively participates in local inter-agency coordination mechanisms in the field to ensure UNFPA’s needs in common systems and service issues are met. External partners include other UN agencies, vendors, and other non-UN partners that are essential to the work of UNFPA in the assigned district     .

Job Purpose:

• The Programme Analyst will provide high quality technical inputs and be responsible for program development, partnerships and resource mobilization, implementation, results monitoring, knowledge management, and policy advocacy in the prioritized thematic areas of UNFPA Malawi in the stated  districts.     S/He will also strengthen programming across the humanitarian-development-peace nexus and ensure an integrated approach to sexual and reproductive health and rights.
• S/he analyses and assesses relevant political, social and economic trends in the district and provides substantive inputs to UNFPA Country Office (CO) on planning, monitoring, evaluation and reporting including for the CO CPD and AWPs.
• The Analyst will work closely with relevant Ministries, Departments and Agencies (MDAs) in the respective district. S/he and other develops partnerships for UNFPA to ascertain a coordinated effort in the planning, implementation, monitoring, evaluation and reporting of programming activities; and contribute to the work of the UN Joint Programmes including to the Global Programme to End Child Marriage. S/he will work to keep the focal areas of UNFPA’s work high on the agenda of Local/ Government/s and of the Local Development Partners; optimize the allocation of resources, create synergies, influence policies and improve consistency and effectiveness of UNFPA’s work in the sub-region.

You would be responsible for:

The Programme Analyst, district based will be responsible for: 

Programme Management and Technical Support 

• In collaboration with Government counterparts, CSOs and other partners, coordinates the implementation of UNFPA programmes in the district, aligning with Government priorities and UNFPA programmes, policies and procedures.
• Coordinates the development of the draft WP together with UNFPA team with interventions in the named District and the district authorities;
• Mapping the operating UN agencies and any other development partners working in the particular district in SRHR/ Gender/ GBV, AY and Population and development areas
• Provides technical support to partners when needed, including supporting capacity building of county local governments and local partners to generate, analyze and utilize quality data for evidence-based decision making, policy and program formulation, monitoring and evaluation in support of integrated county-level response.
• Assesses implications of new policy developments and strategies on programme execution, and ensures their integration.
• Provides technical support to the development of relevant advocacy and policy documents to address programmatic issues at the state and county levels.
• Conducts regular state-wide environmental scanning and advises staff in the country office about the local situations and its strategic and/or operational implications.
• Supports state/county local governments and UNFPA staff in the country office to develop advocacy and policy documents that are responsive to the sub-regional landscapes in both humanitarian and development contexts.
• Builds the capacity of local governments and implementing partners present in the region to effectively diagnose gaps in UNFPA’s areas of work including family planning and population programming; maternal health; SRHR; HIV/AIDS; Youth Development; GBV and Gender Equality among others using an integrated approach and in both development and humanitarian contexts.
• Proposes effective strategies to address existing bottlenecks, and support coordination of the multi-sectoral response across humanitarian and development settings
• Strengthens integration of GBV/harmful practies such as child marriage prevention and response, rights-based approach, gender and SRHR/HIV issues for women and young people within UNFPA humanitarian-development programming.

Monitoring, Evaluation and Knowledge Management for Policy Advocacy

• Ensures robust tracking of programme implementation and financial expenditure, and supports implementing partners to submit quality technical and financial reports in conformity with signed agreements.
• Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems identifying constraints and resource deficiencies and recommend corrective action.
• Monitors project expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
• Helps create and documents knowledge about current and emerging trends and issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
• Supports national partners’ capacity to generate quality Adolescents & Youth data, analysis and utilization for evidence-based decision making, policy and program formulation, monitoring and evaluation in support of integrated national development and humanitarian response.
• Analyzes and interprets the political, social and economic environment relevant to SRHR and identifies opportunities for UNFPA assistance and intervention. Keep abreast with new policy developments and strategies by analyzing policy papers, strategy documents, national plans and development frameworks and prepare briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.
• Participates in relevant local, national and sub-national fora, enhancing UNFPA mandate on Adolescents & Youth, SRH and HIV working to ensure that technical issues are incorporated in national development plans and frameworks.
• Addresses policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of programme issues within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
• Creates substantive knowledge of Adolescents & Youth issues and programmes in the country; assesses technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
• Participates actively in appropriate UN coordination mechanisms (e.g. UN A&Y TWG,  etc.) and supports and contributes to all joint programmes/activities among the UN agencies.

Advocacy and Resource Mobilization 

• Proactively scans donor environments and advises programme teams on the upcoming resource mobilization opportunities.
• Contributes to the proposals and concept note writing process, including CERF and UNFPA EF proposalsAssist advocacy and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
• Assists advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation.
• Develops programme factsheets, briefing materials, infographics, and presentations for public information, advocacy and resource mobilization purposes.
• Prepares project proposals and shares information about UNFPA tools for co-financing and funding.
• Contributes to strong technical and programme multi-sectoral partnerships for advocacy for programmes agenda through national institutions, networks, alliances and coalitions. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed.
• Maps and develops a database of youth empowerment actors and institutions in the country and provides support towards institutional and leadership development to strengthen and professionalize the sector in the country.
• Supports accountability and Programme visibility for UNFPA programmes in the field, in alignment with donor signed agreements.
• Provides leadership in demonstrating UNFPA’s work to partners.
• Support in the organization of high-level and donor missions.
• Support the involvement of parliamentarians in strategic events
• Support the Youth Advisory Panel (YAP) members and any other bodies’ participation in WP design and implementation or any other UNFPA activity in the district

Funds Management 

• Prepares and manages relevant programme budgets by using the existing platforms such as Quantum and Quantum plus.
• Prepares and manages relevant programme budgets.
• Monitors expenditures to ensure delivery is in line with approved budgets and to realize targeted delivery levels.
• Ensures the timely and accurate reporting of financial information by using Quantum/ Quantum plus
• Raises requisitions for relevant travels and procurement under the e-procurement module in Quantum/ Quantum Plus.
• Manages assets that have been procured by the UNFPA and supplied to the implementing partners; ensuring that they are put to proper use.

General Support 

• Stand-in for other team members on selected functions as may be required.
• Carry out any other duties as may be required by UNFPA leadership

Qualifications and Experience: 

Education:  

• Advanced (Masters) Degree in development studies, youth development, gender, political sciences, social policy, public health, population, social mobilization, business administration, international relations or other related fields required.

Knowledge and Experience: 

• At least 2 years of increasingly responsible professional experience in the field of development and population activities;
• Significant work experience in the field of Sexual and Reproductive Health and Rights is preferred.
• Specialized knowledge and experience within Health Systems Strengthening and integrated SRHR/GBV/FGM/HIV/YD approaches will be desired;
• Experience in programme/ project management including experience in large multi-sector programmes;
• Experience in implementing legislation;
• Field experience is an asset;
• Prior experience in the UN system is an asset
• Excellent communication skills and experience with management of staff in multi-locations. ● Substantive work experience in the field of SRHR, GBV, Youth Development and/or Gender in humanitarian and post conflict recovery setting is preferred.
• Specialized knowledge and experience within Health Systems Strengthening and integrated SRHR/GBV/FGM/HIV/YD approaches is desirable.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling web based management systems.
• A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in South Sudan will be an added advantage.
• Demonstrated ability to work in a team.

Languages: 

• Fluency in oral and written English is required. Working knowledge of another UN Official Language, an asset
