Job Purpose and Organizational Context

For over 20 years, the United Nations Development Programme (UNDP) Environment Area has played a pivotal role in promoting and strengthening the environmental dimension in Argentina. With a strategic approach, it has collaborated with various government entities, non-governmental organizations, the private sector, and other relevant stakeholders to address the country’s environmental challenges. Thus, UNDP in Argentina has actively promoted the inclusion of the environmental dimension in the development process, driving projects that not only seek to preserve the environment but also have a positive impact on poverty alleviation, employment development, and the improvement of sustainable living conditions. These initiatives have comprehensively addressed environmental challenges, contributing to the well-being of communities and strengthening resilience to future challenges. To achieve this, the Area concentrates its efforts on the following dimensions: biodiversity, climate change, energy, management of chemicals and pollutants, as well as disaster risk management and sustainable finance.

In this way, through projects and initiatives funded by international cooperation funds, the pillars of the triple crisis (biodiversity loss, climate change, and pollution) have been addressed with initiatives yielding concrete results in terms of compliance with the international climate change agenda, biodiversity management, energy and chemicals, as well as mechanisms for mobilizing non-reimbursable funds to be implemented in the country. In this regard, actions have been developed to support the conservation of ecosystems, improve the implementation of policies for emission reduction and adaptation to climate change, as well as the creation of renewable energies, facilitate waste reduction, and promote the safe management of chemicals, fulfilling the international commitments assumed by the Argentine Republic. These initiatives take into account the interests and needs of the affected communities, promoting and respecting the principles of human rights, good governance, and citizen participation.

The Programme Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country as well as global climate deteriorating conditions. Programme staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country.

Under the guidance and direct supervision of the Environment and Sustainable Development Coordinator is responsible for the effective project implementation, including the design, formulation, management, and monitoring within the portfolio area. 

In addition, Program Analyst analysis and research social and economic trends and collaborates in the elaboration of corporate documents. The Programme Analyst works in close collaboration with the operations team and programme staff in other UN Agencies.  

Duties and Responsibilities

Under the guidance and direct supervision of the ARR(P) or Programme Specialist, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within assigned portfolio and thematic area, particularly on climate change and chemicals and wastes.

The Programme Analyst may supervise and lead programme support staff. The Programme Analyst works in close collaboration with the Programme and Operations teams in the CO, programme staff in other UN Agencies, UNDP staff in HQs and Regional Hubs, external specialists, and government partners to ensure successful implementation of the UNDP programme.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

1.)   Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social, and economic situation in the country and preparation of substantive inputs to CCA, UNDAF and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned. 
     
2.) Participates in effective management of the CO cluster program and projects within the practice area specialization assigned focusing on quality control from formulation to implementation of the country program achieving the following results.
 
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. 
  • Initiation and design of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
  • Substantive monitoring and evaluation of the projects, identification of operational and financial problems, and development of solutions. Participation in audit of NIM projects.
  • Preparation of inputs for reporting, including donor reporting.
 
3.) Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:
 
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
 
4.) Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
 
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of training for the operations/ projects staff on programme issues.

Required Skills and Experience

 
Education:
  • Master’s Degree or equivalent in Environment Sciences, Financial Management, Social and Political Sciences, Lawyer, or related fields.

OR

  • Bachelor’s degree in  Environment Sciences, Financial Management, Social and Political Sciences, Lawyer, or related fields.

 

Experience:

Required skills:

  • Up to 2 years with master’s degree OR 2 years with Bachelor´s Degree of relevant experience at the national or international level in providing advisory services and management of a complex portfolio of projects. 
  • Experience in design, monitoring, and evaluation of complex development projects in any of the following areas of specialization: climate change, green economy, sustainable finance, biodiversity, chemical substances.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems (Quantum or similar), and advanced knowledge of spreadsheet and database packages.
  • Fluency in Spanish and English.

Desired skills:

  • At least 5 years of working experience in climate change and/or renewable energy portfolio management is desirable.
  • Experience managing vertical fund’s portfolio such as GEF, GCF or bilateral funding is desirable. 
  • Experience providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects in any of the following areas of specialization Environmental and Sustainable Development are desirable.
  • Experience of working with UNDP in environmental related projects or another UN agency would be an asset.
  • Proven ability to work effectively in multi-disciplinary and multi-cultural teams is desirable.
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
