Additional Information Travel details The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration (SB-3/4): BRL 7.268,63 (net amount) upon presentation and approval of a monthly activities report. He/she will provide technical advice and support the execution of activities related to the project in the State of Alagoas. The Programme Analyst will work in close collaboration with the operational and technical teams of UN-Habitat in Rio de Janeiro and local project teams, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors, and civil society.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is now setting up the third phase of the project of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This third phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions. Among the expected results of this project, Result 2 (Strengthened knowledge and capacities to improve and prevent slums and improve the living conditions of the inhabitants of vulnerable areas) seeks to identify, map, evaluate and develop strategies to improve the quality of urban conditions, adequate housing and public spaces in the most vulnerable areas of Maceió, especially the grotas and the lagoon shore. In Result 2, two products are planned with the following activities: (1) Platform for relations and management of urban and social issues between the government and vulnerable families to improve public services: (a) registration and integrated management of data on citizens, their families and the specificities of the territory in which they live; (b) optimisation of public services based on the relationship with the most vulnerable population; (c) guidelines for formatting more assertive and efficient public policies; and (d) a dashboard with systematised information; and (2) Report on active search and calculation of the Multidimensional Poverty Index for the most vulnerable areas: a) determining the territorial scope of the active search; b) applying the questionnaire that measures the Multidimensional Poverty Index; and c) producing reports on the results found. In order to properly implement the project, as well as UN-Habitat’s mandate in Brazil, UN-Habitat is looking for one (1) Programme Analysts. Report to UN-Habitat Manager The Programme Analyst reports to the Country Officer Coordinator for Brazil and to the Programme Coordinator in the UN-Habitat office in Maceió (AL). Outputs/Work Assignment The Programme Analyst shall support and advise the implementation of projects according to the responsibilities indicated below. Responsibilities Under the overall supervision of the National Officer for Brazil and Southern Cone, the Programme Analyst will: a) Provide technical advice and support the execution of technical activities related to the ongoing and new projects. b) Provide managerial support and coordinate the overall implementation of project’s work programme, including development, approval, and implementation of activities. c) Maintain close communication with counterparts and local partners, such as the governments, civil society organizations, universities, private sector, etc, under supervision. d) Carry out technical, administrative and management activities to ensure that the project achieves its objectives in terms of deadlines, budget, and quality. e) Provide appropriate technical support to implement activities related to the following areas: i. Training and development; ii. collection, production, analysis and management of urban data, information, and indicators; iii. public policies; iv. strategic and project planning, monitoring, and implementation; v. localization of the SDGs and implementation of the New Urban Agenda; vi. social mobilization and participation; and vii. effective advocacy, monitoring, and partnership. f) Providing information for the systematization and exchange of successful practices and experiences with other offices in the region and with division at headquarters. g) Conducting technical activities to ensure that projects meet deadlines and quality objectives. h) Contributing to the identification and mitigation of project risks, including relevant challenges or omissions and other situations that may affect the development and implementation of projects. i) Participate in meetings and conferences organised by UN-Habitat partners. j) Document expert group meetings, forums, consultations, training events and other activities related to the planning, development, and implementation of new and ongoing projects. k) Preparing reports for partners, internal reports, etc. at various stages of the projects. l) Perform other tasks that may be requested by the supervisors. m) Participate in missions as requested. The consultant will be responsible for completing all courses or training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.
Qualifications/special skills
Academic Qualifications: Required: ● Bachelor’s Degree in Social Sciences, Architecture & Urbanism, Geography, Economics, Social Work or related fields, or additional 3 (three) years of relevant experience to the position, in addition to the requirement. Desired: ● Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Public Policy, International Relations, Urban Studies, Social Sciences, Architecture and Urbanism, Geography, Law, Economics, Engineering or related fields. Experience: ● A minimum of five (5) years of progressively responsible experience in project/programme management on urban-related topics. ● Professional and academic experience in topics related to evidence-based socio-territorial development, field teams supervision and stakeholders management in the implementation of policies and projects is desired. ● Professional experience in designing and conducting participatory activities is desired. ● Experience related to UN and/or any other international agency is an asset. Skills: ● Proficiency in Office Package (MS Word, Excel, Power Point and Outlook). ● Experience of technological tools and use of softwares and online platforms is desirable. ● Experience of online event and conference tools is required. ● Good knowledge on project management methodologies is desirable. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development.
