Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The work of UN Women in Moldova is guided by its , aligned with the , , National Programs and Strategies and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development. The Strategic Note focuses on four main areas: 1) Ending Violence against Women; 2) Women’s Leadership and Governance; 3) Women’s Economic empowerment and 4) Humanitarian and Peace development nexus and UN Coordination on Gender equality.

Despite considerable progress with gender equality in the Eastern Europe and Central Asia Region, challenges and harmful practices such as high prevalence of violence against women, unequal distribution of unpaid domestic and care work, limited economic opportunities for women, gender pay and income gap, underrepresentation of women in decision making positions etc. persist. Gender norms and stereotypes, including social acceptance of gender-based violence, represent significant barriers towards achieving gender equality. Gender stereotyping and discriminatory social norms have been identified by the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) as a persistent hidden barrier to gender equality and the empowerment of women. Furthermore, they negatively impact the social, economic and sustainable development of countries worldwide.

Violence against women (VAW) is one of the most widespread, persistent and devastating human rights violations in our world today. The prevalence of VAW in Moldova remains high, three out of four women, or 73%, have experienced some form of partner abuse. 71% were victims of psychological abuse, while a third of women have experienced physical violence, and 20.9% sexual violence. Despite significant progress, including in the area of legal and policy reforms, research, and awareness raising campaigns, the prevalence of VAW in Moldova remains high.

In line with the provision of Council of Europe Convention on Preventing and Combating Violence against women and domestic violence (Istanbul Convention), best national and international standards and practices, UN Women Moldova is committed further to contributing to the prevention and combating of violence against women.
