Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ukraine has become one of the world’s most complex emergencies and the crisis presents severe gendered challenges, including worsening inequalities and discrimination, compounded vulnerabilities, and disproportionate violence affecting women and girls—such as sexual and gender-based violence, conflict-related sexual violence, and domestic violence, among others.

Engagement with the private sector partners guided by  will focus in 2023 on women’s, especially IDPs economic empowerment (skills development, business support, employability) under the UN Transitory Framework Strategic Priority “support economic opportunities and green growth”. UN Women will continue partnering with , and  Both private sector partners provide mentoring and certified IT and creative industries trainings for (mainly) IDP women and girls and help them to find gainful jobs in IT sector. The partnership with private sector is expected to expand in 2023, depending on evolving situation in the country, as part of the programmatic action using  (WEPs) as a tool.

The CO will further expand its work aimed at empowering women in the workplace, the marketplace, and the community, in partnership with the private sector (Output 3.2). This work will also build on UN Women’s partnerships with the private sector in Ukraine (with more than 40 companies) established under the UN Women HeForShe solidarity movement in the past years. In order to ensure that women’s and girls’ specific needs are met in war situation, the CO will provide assistance to women who are interested in starting or scaling up their own business, with a special focus on women IDPs and women in host communities with a large number of IDPs. UN Women will prioritize support to women’s CSOs’  interventions with an emphasis on livelihoods- businesses, employment and income generation- through grants, tools and targeted trainings, responding to locally identified women’s humanitarian and recovery needs. Even before the war, discriminatory gender norms and stereotypes, unequal economic participation of women in economic sector, and the high burden of unpaid care work on women were the structural barriers that limit progress towards attaining gender equality and unlocking the full potential of both women and men in the labour market, in leadership, and beyond. Ensuring women’s participation in community based economic recovery-re-building and establishing women entrepreneurs -will be essential to enable transformative outcomes of early recovery and durable solutions.

The project “Transformative approaches to achieving gender equality in Ukraine” aims at employing transformative approaches to the advancement of gender equality and women’s empowerment, which we understand as breaking out with ‘business-as-usual’; instead of focusing on barriers women face and empowering women through working with women, gender transformative approaches engage variety of agents of change. Transformative approaches aim at removing the root causes, structural barriers, and restrictive social norms, that underpin the persistence of gender inequalities in various areas of life. In our case transformative approach means engaging with the key institutions at the same time, that have significant impact on either reproduction of restrictive gender stereotypes or can help to break down these social norms and pave the way to greater gender equality and women’s empowerment: the government, women’s organizations, and the private sector.

Impact of results:

The key results of this post directly impact on the ability of UN Women to effectively implement UN Women’s programs and related operations in the country. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and women’s rights and empowerment within the country.

Reporting to Programme Specialist (Project Manager), the Programme Analyst provides programme support to the effective management of UN Women programmes in the Ukraine CO by contributing in the programme design, formulation, implementation and evaluation.  The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

  1. Contribute technically to the development of programme strategies in the area of private sector partnership
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to private sector partnership
  1. Provide technical support to the implementation and management of the private sector partnership programme
  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.
  1. Provide technical assistance and capacity development support to project/programme partners
  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  1. Provide technical inputs to the monitoring and reporting of the programme/ project
  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
  1. Provide technical inputs to the management of people and finances of private sector partnership programme
  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Associates and Assistants as needed.
  1. Contribute to building partnerships and resource mobilization strategies
  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  1. Provide technical inputs to inter-agency coordination on private sector partnership to achieve coherence and alignment of UN Women programmes with other partners  in the country
  • Provide technical support to the Representative,  Deputy Representative and Project Manager on inter-agency coordination related activities by providing inputs to background reports and briefs.
  1. Provide inputs to advocacy, knowledge building and communication efforts
  • Provide technical inputs to background documents, briefs and presentations related to private sector partnership
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on private sector partnerships

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the implementing human rights, gender equality and women’s empowerment projects/initiatives. Experience in advocacy for gender equality and women’s empowerment is desirable is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and Ukrainian is required;
  • Knowledge of the other UN official working language is an asset;
