Background
UNDP Bangladesh supports the Government in finding innovative solutions to its development challenges based on the Country Programme Document approved by the Executive Board”s annual delivery target of $50 million. UNDP Bangladesh is organized into (1) Policy and Programmes and (2) Operations Team. The Policy and programmes Team consists of the following clusters:
(1) Democratic Governance, (2) Resilience & Inclusive Growth.
The United Nations in Bangladesh supports the Government of Bangladesh to find innovative solutions to its development challenges through the broad framework of the Sustainable Development Goals (SDGs), aligning activities with the Government”s various national policies, including but not limited to the country’s five-year plan. UNDP supports the rule of law, electoral reforms, access to justice, human rights and human security, public administration, local governance, etc. UNDP Bangladesh has been a vital partner of the Government of Bangladesh (GOB) since 1972 in a journey of growth and development of the country. Over the past years, UNDP has worked in partnership with all three branches of the Government – executive (Prime Minister’s Office), legislative (Bangladesh Parliament), and judiciary (Supreme Court and subordinate courts) – as well as several other institutions, including the Ministry of Law, Justice and Parliamentary Affairs (MoLJPA), Bangladesh National Police, Local Government, National Human Rights Commission, Election Commission, Ministry of Public Administration (MoPA). UNDP Bangladesh aims to continue its ongoing support to the relevant institutions and explore avenues and scope to support the critical Government institutions to implement national development policies and agendas in line with SDGs” framework.
Following the establishment of an Interim Government in August 2024, this SARG project, an 18-month Initiation Plan (IP) aims to enhance the capabilities of interim authorities, national institutions, and civil society in Bangladesh to drive democratic reforms and foster inclusive development. It focuses on UNDP support for democratic and institutional reforms in Bangladesh and the advancement and repositioning of ongoing governance programming. As part of this IP, UNDP aims to support reform interventions for improved rule of law, access to justice, human rights, security and integrity through strengthened national institutions and systems. Central to this initiative is a commitment to restoring trust among stakeholders, engaging systematically with youth, civil society and citizens, and ensuring gender-mainstreaming and risk-informed and collaborative approaches.
To ensure effective support to Bangladesh’s ongoing and planned rule of law, justice and security refroms under the Integrated Support for Advancing Reforms and Democratic Governance in Bangladesh (SARG) Project, UNDP seeks a highly qualified and experienced Programme Analyst – Rule of Law, Justice, and Security. The incumbent will quality-assure and implement project interventions supporting refroms in areas of rule of law, justice, security sector, integrity and transitional justice. In close collaboration with the Senior Rule of Law, Secuity and Justice Advisor, the incumbent’s tasks will include evidence-based policy advice and monitoring of the reform processes, and supporting alignment with international standards and norms on human rights, gender equality, and non-discrimination for marginalized and vulnerable populations.
Duties and Responsibilities
Under the direct supervision of Assistant Resident Representative of the Democratic Governance Cluster, and the technical supervision of the Senior Rule of Law, Justice and Security Advisor, the Programme Analyst – Rule of Law, Justice and Security (RoLJS) will perform the above-mentioned responsibilities in coordination with relevant Country Office teams and the Democratic Governance Cluster .
The Programme Analyst will work under the overall supervision of the Assistant Resident Representative (Democratic Governance), and the technical guidance of the Senior Rule of Law, Justice and Security Advisor and will collaborate closely with the Democratic Governance Cluster. He or she will quality-assure UNDP’s programmatic response to security sector, justice and integrity reform demands and will provide technical support and strategic guidance in these areas in alignment with national priorities and international standards and norms.
The incumbent will provide technical expertise in the analysis, design, and implementation of reform support programmes aimed at strengthening the security and justice sector and promote integrity and human rights ensuring alignment with national development goals and international best practices. He or she will support project and programme development, inter-agency coordination and resource mobilization as required.
Under the direct supervision of the Assistant Resident Representative, Democratic Governance Cluster, and under the technical supervision of the Senior Rule of Law, Justice, and Security Advisor, the Programme Analyst – Rule of Law, Justice and Security will carry out the following key responsibilities:
