OBJECTIVES OF THE PROGRAMME

The incumbent will provide guidance to the head of the WHO country office and oversee delivery of efficient, effective and timely operational services for the WHO country office. This includes financial and human resources management, procurement, information and communications technology (ICT),
security, and general administration, in compliance with organizational policies, regulations, and procedures. The role holder shall propose methods and adjustments to processes that respond to changes in the operating environment, in particular in emergency settings.

DESCRIPTION OF DUTIES

The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office:

  • Provide information on all aspects of WHO country office operations, including interpreting policies, systems, and procedures, to the head of the WHO office and other staff at the WHO country office, field offices and projects.
  • Supervise operations’ staff and teams in delivering the full range of services in budget and finance, human resources, procurement, information and communication technology, security and staff safety, and general administration, in compliance with organizational policies,
    regulations, and procedures.
  • Provide appropriate solutions, grounded in policy compliance and geared towards responsiveness to business needs.
  • Assist in reviewing, coordinating and assessing the biennial work plans of the division/ unit including the human resources plans.
  • Provide analytical inputs for financial monitoring and monitoring of programme implementation, recommending ways to accelerate implementation.
  • Provide information and advice on financial policies and procedures applicable to the office in conformity with WHO established procedures.

REQUIRED QUAIFICATIONS

Education

Essential: A bachelor’s degree in finance, or management, or accountancy, or economics or business administration.

Desirable: Training in business administration or programme management.

Experience

Essential: A minimum of two years of relevant experience in administrative and managerial service provision, in compliance with related rules and procedures.

Desirable: Previous work experience in WHO or other United Nations agency, preferably in General Service/National Professional Officer category.

    REMUNERATION

    Remuneration comprises an annual base salary starting at USD 32,098 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
