The mission of WHO’s Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHE brings together andenhances WHO’s operational, technical and normative capacities in outbreaks,emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed tooperate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies,consistent with ways that strengthen local and national capabilities. MGA is responsible for effective management and administrative support forthe emergencies programme and forensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision ofhigh-quality, predictable administrative services (i.e. HR, finance, work planning, grant management) to WHE, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

Under the overall guidance of the Director, the Programme Area Managerwill to the following: Support the Director and provide key advise and management in the overall programme management of the budget, work planning, administration, and technical delivery of programmatic Public Health areas within the department.Oversee the strategic planning process and lead the administrative and technical support initiatives linked to monitoring and evaluation, budget, work planning, and resource mobilization and allocation of public health programmes.Lead operational planning and review and approve workplans and budgets and manage the work of assigned teams in establishing standardized emergency programme work plans and budgets, monitoring the status of funding available and projected and resulting funding gaps and ensuring rapid availability of funding for immediate needs, with sustainable, predictable financing. Develop, implement and evaluate assigned programmes/projects; monitor and analyse programme/project development and implementation; review relevant documents and reports; identify challenges tobe addressed and, in consultation with RED, initiate corrective actions; Liaise with relevant parties; ensure follow-up actions. Provide authoritative expertise and technical advice and guidance on programme challenges in implementing Public Health initiatives to external stakeholders, other UN agencies and member states.Coordinate the programme planning and design of projects and the mobilization of resources.Manage a team of programmatic and support staff.Negotiate with and foster new partnerships with external public health partners with Member states at the international level to enable the development of strategic Public Health programmes and funding.Lead and coordinate the operations of the finance and administration function during activation of the Incident Management System Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

  • Essential: An advanced university degree (Masters levelor above) in Public Health, Management, Administration or related field.
  • Desirable: Specialized training in emergency/humanitarian response. Training in planning, management and project management.

Experience

  • Essential: A minimum of ten years experience managing public health programmes providing technical and managerial support on programmatic issues, including relevant international experience. Experience in the area of work planning and managing diverse teams.
  • Desirable: Experience working in an international organization. Relevant work experience in WHO and/or UN agencies; experience working in relevant nongovernmental or humanitarian organizations. Field experience in public health programmes or emergency response programmes.

Use of Language Skills

  • Essential: Expert knowledge of English.
