OBJECTIVES OF THE PROGRAMME

All the Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. As set out in the General Programme of Work (GPW14), WHO directs and coordinates international health by:(i) Providing leadership on matters critical to health and engaging in partnerships where joint action is needed; (ii) Shaping the research agenda and stimulating the generation, translation.

WHO’s mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The European Region (EURO) of WHO is made up to 53 Member States, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society.

On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate. The mission of the WHO Regional Office for Europe is to support Member States in: (i) developing and sustaining their own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges and; (iv) advocating public health.

The WHO Country Office supports the Member State to shape its health policy in line with WHO’s principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system and provides technical support as necessary.

The WHO Country Office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.

The mission of the WHO Health Emergencies Programme (WHE) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Within WHE, Country Health Emergency Preparedness & IHR (CPI) unit is responsible for monitoring and evaluation of countries’ preparedness for health and humanitarian emergencies, the planning and country capacity building for critical capacities and theSecretariat of the International Health Regulations (2005).

In 2023, WHO Country Office Kazakhstan received a grant from the Pandemic Fund aiming at increasing IHR core capacities in order to be better prepared for future pandemics. The implementation will be conducted by WHO Country Office Kazakhstan, jointly with national health authorities.

DESCRIPTION OF DUTIES

As part of a unit team,the incumbent provides support in the day-to-day programme, financial and administrative functions in the support of a project/programme or a technical unit.

Key duties:

  1. On own initiative draft routine correspondence, and upon instructions and guidance draft correspondence of a non-routine character;finalize correspondence/reports for signature; analyze incoming correspondence and requests, researching, obtaining and attaching background information where required, or redirecting them as appropriate, drawing the attention of the supervisor or other senior staff concerned to urgent items and deadlines. Revises unit correspondence, reports, and documents for proper form and(non-technical) content.
  2. Monitor implementation and alert supervisor onissues of compliance with work plans, financial rules and regulations and awardagreements. Assembles draft backgroundfor planning, monitoring and evaluation exercises. Inputs duty travel recommendations and issues reminders re follow up, records project/programme monitoring and evaluation notes.
  3. Makes administrative arrangements for country and inter country activities including preparation of various committal documents related to procurement of goods and services, arrangements of study tours and duty travel in accordance with the approved programme budget/collaborative programmes with countries.
  4. Provide administrative and logistical assistance, including procurement, in the context of the organization of meetings (working groups, seminars/courses, workshops, and symposia), i.e.: makes administrative preparations, including organization of practical local arrangements, advance transport of documents/equipment and hospitality. Provides administrative and secretarial support during the meetings and pays per diem to participants ifrequired. Prepares administrative reports.
  5. Establishes and maintains the unit’s filing system of technical documents and correspondence. Creates background files and compiles reference material as appropriate. Accesses and retrieves information from relevant databases and updates as required.
  6. Responds to and acts on telephone enquiries. Assesses the critical nature of technical enquiries and refers them to appropriate staff for reply. Coordinates appointments for supervisor and organizes programmes for visitors.
  7. Provides briefing and guidance to all staff on general office practices and procedures; assists/replaces colleagues in the team; takes minutes in meetings.
  8. Perform other related duties as required or instructed, including providing support to other areas of work as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent.
Desirable: Relevant higher education or post-secondary school courses in a fieldrelevant to the position.

Experience

Essential: At least 5 years of progressively responsible experience in the secretarial/administrative field.
Desirable: Experience in an international environment or institution. Relevant experience in WHO or in the UN.

Skills

Proficiency in the use of standard office computer software, note taking and operation of computerized systems and databases.Sound interpersonal skills and flexibility. Ability to adapt to competing priorities. Ability to work in a fast-paced environment. Emotional intelligence: Ability to identify and manage one’s own emotions, as well as helping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 18,053 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
