OBJECTIVES OF THE PROGRAMME

L’equipe de pays est chargee de promouvoir la cooperation technique, de susciter l’interet et de coordonner l’aide au developpement sanitaire en se fondant sur les strategies mondiales et regionales, ainsi que sur les orientations de l’OMS. Cette equipe contribue egalement a la collecte, a l’analyse et a la diffusion des informations sanitaires.

DESCRIPTION OF DUTIES

1. Engager des projets de correspondance sur l’orientation des gestionnaires de programme ; mettre ces projets sous leur forme finale conformement au guide de redaction de l’OMS et du departement et verifier la qualite de la langue utilisee, le respect des regles de grammaire et l’exactitude des informations presentees avant de soumettre toute correspondance a l’approbation et a la signature de la hierarchie ;2. Organiser la preparation administrative des reunions internes et externes, y compris la preparation des plans d’affaires dans le GSM/Oracle, des lettres d’invitation, des estimations des couts et des demandes d’autorisation de voyage ; aider a la preparation des documents ; envoyer le materiel et assurer la liaison avec les participants et les autres personnes impliquees ;3. Analyser la correspondance et les demandes recues, mettre en evidence les documents entrants et joindre des informations generales et identifier les domaines necessitant une action de la part des responsables de programme, en attirant l’attention sur des questions importantes. Planifier les reunions des administrateurs de programme en fonction des calendriers et des besoins ; tenir les proces-verbaux des reunions et assurer le suivi des questions necessitant des mesures pour garantir une reponse rapide aux demandes de l’OMS ;4. Obtenir les documents d’information pour les reunions, seminaires, ateliers, etc. auxquels participent les gestionnaires de programme, verifier leur disponibilite et s’assurer qu’ils disposent des dossiers et documents d’information adequats ;5. Veiller a ce que les rapports et documents techniques soient conformes aux normes, aux regles, aux pratiques, aux procedures et aux normes redactionnelles de l’OMS et les corriger si cela s’avere necessaire avant de soumettre les documents a la signature du Representant de l’OMS ;6. Utiliser des outils de suivi appropries, surveiller et s’assurer que les delais et les echeances sont respectes, et que la correspondance et les demandes sont analysees et traitees dans les meilleurs delais ;7. Utiliser le GSM pour preparer les demandes d’autorisation de voyage pour les missions effectuees par les administrateurs de programme. Faire les reservations de vols et d’hotel, preparer les dossiers de voyage et traiter d’autres questions connexes, a la demande ;8. Assurer le suivi de tous les paiements dus aux fournisseurs 9. Assurer les analyses et ajustements budgetaires10. Controler la conformite des budgets relative aux requetes de financement venant des partenaires ; 11. Verifier toutes les transactions financieres, les rapports, DFC, DI, GLOA du bureau pays de l’OMS pour s’assurer de l’exactitude et la conformite avec les regles, reglements financiers, et les procedures operationnelles de l’organisation 12. Accomplir d’autres taches connexes selon les besoins ou les instructions, y compris l’appui administratif et le soutien au bureau du Representant de l’OMS.

REQUIRED QUALIFICATIONS

Education

Essential: un diplome de fin d’etudes secondaires suivi d’une formation en administration.
Desirable: Bac 2 en administration & gestion

Experience

Essential: au moins cinq annees d’experience acquise dans une institution publique ou privee de renom.
Desirable: une experience a des postes d’appui administratif au sein de l’OMS ou de toute autre institution des Nations Unies serait un atout. Une experience des systemes bases sur Oracle ou d’un autre systeme de type ERP est un atout.

Skills

Le ou la titulaire du poste fera preuve de maitrise professionnelle et actualisera ses connaissances de l’utilisation des technologies modernes de bureautique par des formations internes, de formations en cours d’emploi ou l’autoformation. Il ou elle doit se tenir au courant des changements des procedures et pratiques, des regles et reglements, et de structure organisationnelle au sein du bureau de pays, du groupe organique et de l’OMS dans son ensemble, afin de pouvoir les presenter et les expliquer a d’autres membres du personnel.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BIF 40,911,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
