Duties and Responsibilities
To meet the climate and development goals of the Paris Agreement, the 2030 Agenda, developing countries will strive to engage on a low-carbon development pathway, minimizing their emissions whilst ensuring development of their economies. The climate transition comes at a cost amounting to USD 2.4 trillion per year financing is needed by 2030 which far exceeds what the public sector can provide. UNEP’s Finance Unit is uniquely positioned to bridge this gap as its mandate is to increase the engagement and investments of the private sector into the clean energy space. Working with public and private sector stakeholders, the Unit develops and implements innovative financing mechanisms to de-risk low carbon and climate resilient investments and catalyzes private capital for climate globally. The Unit’s portfolio of projects expands across Latin America, Africa as well as Latin America, and touches upon a wide range of barriers to increased private investments in low carbon and climate resilient solutions through a gender responsive approach. The Unit works simultaneously with the supply of climate finance (investors at large & commercial banks) to address barriers such as perceived risks, limited risk appetite, high costs of capital, and with its demand (project developers, entrepreneurs, individuals) to address issues such limited collateral and upfront capital available for investments as well as limited technical capacity. The Unit’s portfolio is growing with the addition of two new projects: the UNEP’s India Cooling Programme In the frame of SDC Low Carbon Built Environment (BeCool) Programme, and the Clean Captive Solutions for Industrial Clients in Sub-Saharan Africa II. The Unit is seeking to hire a consultant to support the implementation of these new projects as well as to support the implementation of the various ongoing Unit programmes, including the Mediterranean Investment Sustainable Energy Facility, Seed Capital Assistance Facility and EmPower II (see www.unep.org/climatechange/finance). Under the supervision of head of the Unit, the consultant’s duties include but are not limited to: 1. Supporting the delivery of initial implementation milestones for UNEP’s India Cooling Programme In the frame of SDC Low Carbon Built Environment (BeCool) Programme. This includes. 2. Support the development and processing of formal documentation for the Clean Captive Solutions for Industrial Clients in Sub-Saharan Africa II, both within UNEP and with donors. 3.Support the implementation of the various ongoing Unit programmes, including the Mediterranean Investment Sustainable Energy Facility, Seed Capital Assistance Facility and EmPower II (see www.unep.org/climatechange/finance).
Qualifications/special skills
An advanced degree in environmental affairs, development studies, finance, economics, or related field is required. A first level university degree in similar fields in combination with two years of relevant professional experience may be accepted in lieu of the advanced university degree. Relevant experience in environmental policy, climate finance, and data analysis for energy and climate Minimum of 1 year of experience in sustainable finance and clean energy systems policy and modeling, working with governments and the private sector, preferably in consulting firms and relevant international climate related organizations. Prior experience, or exposure, to working with UN agencies, are desirable.
Languages
Fluency in English (i.e. oral and written proficiency) is required. Knowledge of French or Spanish is an advantage.
