The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices at the field/governorate level. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision mostly in the targeted geographic areas, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects in the targeted governorates/villages.
STANDARD MINIMUM QUALIFICATIONS
- Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
- Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
- Experience: At least Five years of progressively responsible work experience in, administrative work, Field operations and development programmes.
JOB PURPOSE
- To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide project management and/or general office support following established targets and WFP’s policies and procedures.
- Compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
- Perform accurate, timely recording of data (for food or cash distribution, capacity building and others) following corporate standards and guidelines and verify that correct amounts/quantities are delivered and distributed.
- Verify proper documentation and validation of distributions and cash transfers and redemption within the different distribution phases, such as at the warehouse, schools, retailers, CPs … etc.
- Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Participate in different periodic meetings or workshops with local stakeholders and undertake briefing/awareness sessions with relevant partners as needed, also, represent WFP as necessary in events and visits at the governorate level.
- Follow up on the efficient implementation of different WFP activities and plans in the field, identify operational shortcomings, and propose remedial measures or improvements.
- With view on participatory approaches, assist the design, planning, assessment, and output monitoring processes of WFP projects in the target area/governorate.
- Support communication and activities with local partners, agencies, NGOs and government institutions.
- Act as a point of contact for resolution of general operational queries requesting assistance where necessary
- Assist in identifying, initiating, and implementing capacity building activities and technical assistance to CPs and government partners at the local level to enhance individual skills and capacities and local learning.
- Oversee the reconciliation, as necessary, with appointed CP staff of the cash redemption receipts and the in-kind food commodity receipts on monthly basis, and preliminary review CP monthly distribution reports.
- Prepare and submit periodic reports covering updates on implementation and challenges encountered in the governorate, however ensuring that issues requiring urgent attention are raised separately and in a timely fashion to supervisor.
- Act as a resource person and liaison for CPs and local stakeholders, providing necessary information and clarifications on different issues, as well as needed training such as on assessments, data collection, distribution modalities … etc.
- Facilitate WFP field visits and donor missions, in coordination with WFP Cairo office and local stakeholders and CPs.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Perform other tasks as needed.
