To assist in developing national strategy, annual action plan, communication material, operational guidelines for implementation and to provide assistance to the Nutrition, Food Safety – WHO and Ministry of Health Collaborative programme.

Description Of Duties:

Under the overall supervision of the Medical Officer Epidemiologist and direct supervision of Technical Officer, Nutrition and in coordination with the Ministry of Health the incumbent will provide support on Food Safety and Nutrition Programme by performing the following duties:

  • Assist in developing national strategy, annual action plan, communication material, operational guidelines for implementation and to provide assistance to the Nutrition, Food Safety and – WHO and Ministry of Health Collaborative programme.
  • Assist in monitoring and management of the WHO and MoH collaborative programme at the national, district, and sub-district levels.
  • Collaborate with other programme teams within office for nutrition and food safety interventions as required.
  • Assist in coordinating meeting, developing proposals, budget, and ToRs for workshop and trainings and support planning and conducting these as per programme needs. Support planning for programme related procurement as needed.
  • Check detailed breakdown of estimated budgetary requirements submitted by the Government against APW/DFC, their accuracy in computation in GSM and as per applicable guidelines between the Government and WHO.
  • Liaise with the relevant government units on APW/DFC matters requiring clarifications. Arrange travel of participants to the meetings such as tickets, facilitate visa, funding check, hotel accommodation, obtaining security clearances, and arranging inter-country and Movement of Personnel (MoP) for in-country level.
  • Assist in liaising with UN Agencies, government, Consultants, and other health institutions. Also, support interactions with the relevant technical unit in the Regional Office in coordination with supervisor, as required.
  • Process the APWs, DFCs, TRs, goods POs and IPOs in GSM, upload related documents in RMS, and record receipts as per payment schedule.
  • Assist timely submission of financial reporting for donor supported programmes under Nutrition and Food Safety workplan.
  • Upload signed DFCs and APWs in GSM and record receipts as per the payment schedule.
  • Assist in monitoring of funds utilization status under Nutrition and Food Safety Programme.
  • Maintain an effective follow-up system to meet deadlines and targets.
  • Maintain database preferably electronic of all important documents for quick retrieval.
  • Provide supervisors with different types of analysis and reports from GSM at periodic intervals.
  • Perform any other duties assigned by the supervisor.

Required Qualifications:

Education:

  • Essential: Completion of secondary, technical or commercial school.
  • Desirable: University degree of food and/or nutrition related discipline is an asset.

Experience:

  • Essential: At least8 years of progressively responsible work experience in secretarial/clerical or administrative work.
  • Desirable: Experience in WHO or in another UN/International organization would be an advantage.

Skills:

  • Thorough knowledge of modern office procedures and practices.
  • The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.
  • Ability to draft standard correspondence.
  • Ability to handle work in a timely and accurate manner with tact and discretion, as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training.

Use of Language Skills:

  • Essential: Expert knowledge of English and Tetum.
  • Desirable: Expert knowledge of Portuguese.
