Mission and objectives

The UNFPA, United Nations Population Fund, promotes gender equality, reproductive health, youth empowerment. The organization was created in 1969, the same year the UN General Assembly declared “parents have the exclusive right to determine freely and responsibly the number and spacing of their children”. Together with partners, UNFPA works in 150 countries, and in Ukraine since 1997. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled.
UNFPA in Ukraine works for:
• creating conditions in which every young person can fulfil the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life;
• conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people;
• combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and anti-discrimination expertise of school textbooks);
• providing information and services to gender-based violence survivors through the creation of crisis centres, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.

Context

UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022-2025) reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture UNFPA strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. UNFPA
strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize goals.
The Fund operates globally since 1969 in more than 150 countries and territories. UNFPA has been active in Ukraine since 1997. UNFPA focuses on women and young people, because these are the groups whose rights are often compromised. Among several priorities of the country programme of technical assistance to Ukraine is to contribute to the development of a robust national system of response and prevention of domestic and gender-based violence (GBV), ensure access to quality sexual and reproductive health (SRH) services, enhance resilience and develop capacities of young people.
Since the start of the large-scale military invasion of Russia to Ukraine in February 2022, UNFPA implements a comprehensive nationwide Humanitarian Response Plan to provide life-saving GBV and SRH services to women and girls across Ukraine. Through its Gender-Based Violence in Emergency (GBViE) Programme, UNFPA contributes to improving protection and security of women and girls, and thus, their willingness to participate in community life, including in war-affected communities. Women’s engagement and empowerment in community dialogue, including in displacement, is essential for laying a strong foundation for recovery and sustainable peace and development.
UNFPA is seeking highly motivated candidates that share our passion of making a sound contribution to creating a Ukrainian society free from gender-based violence. We need strong professionals who are innovative, committed to excellence and keen to transform, inspire and deliver high impact and sustained results.

Task description

Programme Associate works in a client, quality and results-oriented manner in close collaboration with GBViE Programme Team members, all units of the UNFPA Country Office (CO), UNFPA implementing partners (IPs), as well as personnel of other UN agencies to exchange information and ensure smooth implementation of GBViE Programme interventions in line with the approved work plans, indicators and milestones. The percentages of contribution to GBViE programme interventions are 40% to Women and Girls` Safe Spaces (WGSSs) initiative related activities, 40% to field coordination activities and 20% general GBViE admin tasks.
Under the direct supervision of GBViE Programme Coordinator, the National UN Volunteer will undertake the following tasks:
· Contribute to implementation of GBViE activities, in particular strands related to im-provement of equitable access of GBV survivors to survivor-centred services, providing high quality support to programme caretakers.
· Provide logistical support to programme activities (missions, training sessions, work-shops, conferences) including making arrangements for travel, accommodation and venue, effectively communicating with providers and participants.
· Assist with programme procurement of goods and services, ensuring that procurement is conducted in accordance with UNFPA Procurement Procedures.
· Draft and translate letters, meeting minutes, briefs, presentations and other documents necessary for programme management.
· Assist with preparation of Terms of Reference (TORs), Requests for Quotations (RFQ) and Requests for Proposals (RFP) for project assignments.
· Facilitate Individual Consultants recruitment process, collect the documentation re-quired for the hiring and contract extension, induction of consultants into the pro-gramme and issuance of payments for the accepted deliverables.
· Prepare requests for direct payment to Finance unit in accordance with the approved budget.
· Assist with producing media materials on activities for placement on UNFPA social me-dia and website.
· Assist in working with the national and local partners and IPs, provide necessary support to enable data entry into UNFPA tools.
· Collect and record information on programme activities, including making timely inputs to UNFPA monitoring tools, and contribute to the preparation of relevant progress reports.
· Perform other related tasks as may be required or assigned by GBViE Programme Coordinator.
Furthermore, UN Volunteers are required to:
· Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
· Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
· Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.
· Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers.
· Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service when-ever technically possible.
Results/Expected Outputs:
· Planned activities and daily course of work are executed accurately and timely accord-ing to the agreed schedule and contribute to effective UN coordination support.
· The development of capacity through coaching, mentoring and formal on-the-job train-ing, when working with national staff or (non-) governmental counterparts, including Implementing Partners (IPs).
· Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
· A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities partic-ipated in and capacities developed.
