Mozambique, with an estimated population of 31 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique has ranked amongst the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.
The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity, and violence, leading to significant displacement, an increase in protection-related issues, disruption of livelihoods, and lack of access to basic services. Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region. In March 2020, the attacks escalated significantly and showed no signs of abating with thousands of civilians have been killed and approximately 700,000 people have been internally displaced since the outbreak of the violence in 2017. As this conflict and displacement has become protracted, the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs who tend to take shelter in the homes of host families. IDPs remain in dire need of humanitarian assistance, placing additional strain on community resources and already chronically poor host families.
The objective of this role is to improve and coordinate Identity Management procedures in the northern affected provinces of Mozambique, ensuring a protection-centered approach and compliance with the WFP Personal Data Protection Policy. This involves a strong focus on accountability to affected populations, namely community consultations, transparent communications, and strengthened engagement on community feedback mechanisms (CFM) where issues relate to beneficiary lists (exclusion errors, corruption, and fraud). The successful applicant will act as an interlocutor between the field office and the field teams in all IDM relevant activities.
Under the supervision of the Identity Management Officer and technical supervision of the Head of the Identity Management Unit, working in close collaboration with other WFP units, WFP Country Office (CO) staff, Field Office (FO) staff, Cooperating Partners and local authorities, and in strict observance of the WFP Guide on the Protection of Personal Data and Privacy (2017), the incumbent will perform the following tasks:
• Oversee the collection of identity data in the field, guiding and supervising the work of the WFP data collection monitors to ensure quality and consistency of the exercise.
• Prepare, update training materials and carry out trainings for enumerators as required;
• Coordinate the work of cooperating partners for beneficiary data collection, actively liaising with CP counterparts to advise and verify the deployment of enumerators, the allocation of equipment and material;
• Monitor the progress in the data collection exercise, constantly liaising with CPs to check the daily reports and advise on issues encountered;
• Actively liaise and coordinate with the focal points for FFA, CBT, Linha Verde protection and other units for jointly addressing issues arising during the data collection;
• Keep an organized record of all issues encountered during the data collection exercise, how they were resolved and the rationale / justification;
• Assist in the preparation of situation reports and progress updates regarding the data enhancement exercise;
• Assist in the preparation and revision of standard operating procedures for enumerators in order to improve data quality and consistency;
• Plan, track and verify the allocation of equipment to cooperating partners, supporting the SCOPE assistant in updating the equipment inventory;
• Assist in the preparation and configuration of equipment as required;
• Undertake field missions and duty travel as required.

Education: Complete secondary education. University degree and/or additional training in a related area are an asset.
Experience: 6 years relevant work experience in the areas of data collection, management, and relevant work experience in the areas of data collection, management of databases, field assessments or monitoring and evaluation.
Language: Oral and written fluency in Portuguese and English. Oral fluency in the local languages spoken in Cabo Delgado is an asset.
