The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

From 2024 and onwards, WFP will be implementing the new five-year Country Strategic Plan (CSP 2024- 2028) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified three outcomes to support over one million people in the country through programme activities:

  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT

Smallholder farmers and fisherfolk in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) lack the resources, information, and training to increase their yield and undertake value-adding activities necessary to improve their livelihoods. The economic insufficiencies deprive them of resources to spend on housing, education, healthcare, and other non-food essentials. Inadequate agricultural infrastructure, poor soil and water management, land tenurial issues, denuded natural resources impede smallholders abilities to become self-sufficient. Another challenge is the limited integration of farmers into the agricultural value chain and the lack of transformation into high-value-added products adapted to the conditions of a changing climate. Improved climate smart agricultural practices and strengthening the inclusion of smallholder farmers and fisherfolk in gender sensitive value chains are crucial for the sustainable development, poverty reduction, food security and nutrition of people in the BARMM region.

To support the convergence of BARMM ministerial development priorities and WFP programme interventions, WFP introduced Integrated Resilience approach through joint selection of coverage areas, pooling resources on various levels, greater partnership with public organs and advocacy with civil society, private sector and academia. Furthermore, WFP is promoting Leave-No-One-Behind (LNOB) model and stronger involvement of stakeholders and beneficiaies throughthe Community-based Participatory Planning (CBPP) to shape the key livelihoods project priorities and formulate the Convergence Community Area Development Plans (CADP).

In 2024, jointly with the Bangsamoro Food Security Task Force (BFSTF) WFP prioritized 20 (twenty) target municipalities under its integrated and conflict-sensitive resilience portfolio in BARMM to support the smallholders food security and nutrition through Food-for-Asset (FFA) projects to rehabilitate pivotal rural infrastructure and to improve community livelihoods (e.g., farm-to-market roads, irrigation canals, reforestation, soil conservation and water collection structures, post-harvest facilities, community gardening, crop production, etc.).

In the framework of integrated resilience portfolio, WFP is strengthening crop production capacity of farmers and their integration with existing value chains and potential markets through Smallholder Agricultural Market Support (SAMS) activities and pilot “Farm2Go” mobile application. Apart from SAMS support to promote access of farmers to extension services of agricultural cooperatives and trader associations, WFP is actively linking smallholders with pilot Home-Grown-School-Feeding (HGSF) programme, where farmers can sell locally grown vegetable crops to pilot schools for cooking nutrition and diverse food for children. Furthermore, under Social and Behavior Change Communication (SBCC) activities, WFP is promoting nutrition sensitive advocacy among target communities to influence positively on food and nutrition-related behaviors, including improving dietary diversity among pregnant and breastfeeding women and children under five.

JOB PURPOSE

The Programme Associate for FFA – Agricultural Development and Livelihoods will assist Programme Policy Officer (PPO) and Head of Integrated Resilience/Programme Unit in various programme related tasks, activities and processes.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Head of Integrated Resilience/Programme Unit and direct supervision of the Programme Policy Officer (FFA), Programme Associate (FFA-Agricultural Development and Livelihoods) will be responsible for the following duties:

  • Provide technical support and assistance in the development and implementation of various agricultural livelihood programme activities linked to Food-for-Asset (FFA) and Cash-Based Transfer (CBT) projects with primary focus on vulnerable populations in the target municipalities.
  • Assist in supervision of cooperating partner and/or co-facilitate the conduct of Community-based participatory planning (CBPP) to mobilize target communities and partners for identification of development priorities, livelihood opportunities and project solutions for existing challenges of food insecure populations.
  • Conduct field visits/missions for progress monitoring and reporting on implementation of community livelihoods projects.
  • Assist in organization of food/cash distributions among target community development partners or beneficiaries in coordination with local partners in BARMM, Provincial, Municipal, and Barangay LGU levels as well as with Cooperating partners (CPs), academes and other NGOs, if available.
  • Collect and perform basic data analysis to contribute to quality information management and maintain programmatic records and databases to ensure information is accurate, updated, organized, consistent and readily available for WFP’s management use.
  • Assist in registration of beneficiaries in SCOPE database and support in preparation of regular reports in consultation with various Units and staff/partners.
  • Support high quality reconciliation of food and cash distributions and provide timely assistance in required follow-up for any grievances and complaints identified through post distribution monitoring (PDM) and Compaint-Feedback Mechanism (CFM).
  • Maintain/update FFA master list/database and track the progress of implementation of FFA agricultural livelihood projects toward committed goals and objectives/indicators in coordination with colleagues/cooperating partners/local counterparts.
  • Support in regular analysis of work flows for identification of bottlenecks/challenges and communicate this information on a regular basis with supervisor, suggesting potential improvements in the overall work processes.
  • Assist in routine administrative and financial tasks to contribute to the effective and timely operations and management of resources.
  • Participate in different regular meetings or workshops and assist in information sharing/coordination with local stakeholders, relevant partners and colleagues.
  • Draft and/or proof-read reports, documentation, correspondence, and other written documents, making changes in line with established guidelines where appropriate.
  • Provide inputs and support to production of visibility materials and social media content by assisting in collection of photo and narrative materials for achievements and success stories in coordination with the Communications unit.
  • Provide guidance to partners’ staff and good team spirit support to other office colleagues in performing their duties.
  • Perform other responsibilities as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Education: Completion of secondary school education. University degree in Agriculture, Rural Development, Economics, Development Economics or any relevant field is an advantage.
  • Experience:
    • At least six (6) years or more of professional experience in a relevant field of programme assistance related functions;
    • Work experience in agricultural value chains, agro-forestry, fish-farming, post-harvest loss reduction, community mobilization, project management is an asset.
    • Experience of working with government counterparts in implementing livelihoods, rural development and school feeding programs is an asset.
    • Experience of programming food and cash assistance in emergency and/or development contexts is an asset.
  • Technical skills and knowledge:
    • Skills for utilizing computers including word processing, spreadsheet, and other software packages.
    • Sound knowledge of project cycle and programme implementation procedures.
    • Skills in research and data collection, monitoring, reporting and anaylsis on programme/project activities.
  • Language: Excellent written and oral communication skills in English and Filipino. Working knowledge of any BARRM language is desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Excellent communication, and interpersonal skills, with the ability to work effectively in a multi-cultural and multi-disciplinary team;
  • Training and/or experience in project management, livelihoods, rural development, and peace-building activities;
  • Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host government, donors, other UN agencies and NGOs;
  • Previous work experience with the UN Agencies or knowledge of UN system policies, rules, regulations and procedures.

REMUNERATION PACKAGE
