KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct responsibility of the Programme Policy Officer (data management) the Programme Associate will:

In close collaboration with the Data Management Officer; ensure timely amendment of Partnership Agreements (PAs), review and validate FRNs, follow-up on timely capturing of Cooperating Partners Distribution Reports (CPDRs).
Assist the data management officer in the planning for Needs Based Plan and Budget Revisions with relevant units.
Prepare timely and accurate Distribution Plans in line with the CO Implementation Plan (IP); provide the DPs to logistics unit to support timely prepositioning of WFP assistance.
Support AOs in timely preparation and submission of DPs including preparation of DP templates.
Liaise with technical team leaders for timely review and clearance of distribution plans and timely sharing of the AOs DPs with Logistics.
Provide training and guidance to AO DP focal persons on DP processes.
With the guidance of the data management officer, closely liaise with Logistic unit and Budget and Programming (B&P) to ensure shortfalls/pipeline breaks are addressed seeking guidance from Programme technical team leaders where necessary.
Act as a point of contact for timely resolution of general areas related to allocation of In-kind (IK) assistance requesting assistance where necessary.
Identify the reasons of retroactive entries if necessary and discuss solutions to prevent this practice in the future. Share the identified issues with relevant technical teams and Area/Field office focal points.
Support AO COMET focal points in their coordination meetings with Cooperating Partners and ensure timely follow-up on action points from meetings.
Provide input on DPs for the weekly programme update and donor-specific reports.
Support the preparation of year-end reconciliation exercises, September closing stocks and Annual Country Reports (ACRs).
Perform any other duty that the data management officer instructs in relation to your functional role

STANDARD MINIMUM QUALIFICATIONS

Education: Do you have diploma or degree statistics, economics, Information Technology, Research, or other relevant field in the related functional area.

Experience: Has at least 6 years of relevant data management

Language: Fluency in English and Somali, both oral and written communication.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has facilitated discussions with programme stakeholders.
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.

KNOWLEDGE AND SKILLS

Strong competencies in the use of analytical tools (Tableau, SPSS, Excel)

Ability to gather, and analyze data, define information, situations, problems, and draw logical conclusions on the data.

Good organizational skills and ability to perform data processing tasks rigorously as required.

Good communication skills.

TERMS AND CONDITIONS

Contract duration: 1 year, Initial.
