ORGANIZATIONAL CONTEXT

The job is found in Country Office (CO). Reporting to the National VAM Officer (NOB).
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

The Associate will be responsible for gathering and organizing data sets; producing high-quality maps and infographics used for food and nutrition analysis of the country, and understanding the socio-economic context and design of activities to accelerate Zero Hunger programs for Madagascar.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.  
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Carry out in-depth analysis of data derived from remote sensing imagery and food and nutrition security monitoring systems, and prepare relevant visualizations.
  2. Gather and maintain appropriate food and nutrition security indicators used internationally from various national and global data services.
  3. Provide assistance to ensure that rigorous data quality standards are maintained by the country office to facilitate data integration and sharing of different program datasets.
  4. Maintain and manage Geographic Information System (GIS) datasets for VAM Madagascar’s Spatial Data Infrastructure.
  5. Produce high quality cartographic products and infographics to support country office functions and decision making, including donor briefings and regular reporting requirements.
  6. Manage and maintain mapping equipment and produce information products to support planning in the country office and field offices.
  7. Act as VAM focal point for drone mapping deployment in the country.
  8. Set up a geographic information system (GIS) for WFP Madagascar, examining the possibilities of integrating it with the systems already in use by the various partners.
  9. Design and define the architecture of the GIS: Proposal of a methodology to be followed for the implementation of a geographic information system adapted to the integrated management of data on food security, malnutrition, poverty, education etc… as well as to the elaboration of thematic maps;
  10. Organize, monitor and produce technical tools for collecting and transmitting information from the field, and for transferring and digitizing spatial data (GPS, aerial photographs, topographic backgrounds);
  11. Produce, analyze and update thematic maps and other spatial products (CCD, NDVI, RFE, etc.) for use in WFP’s various activities in Madagascar;
  12. Define the characteristics and technical specifications of the equipment to be acquired for better use of the GIS;
  13. Coordinate with specialized institutions (DGM, BNRGC, INSTAT, etc.) in charge of other thematic studies to feed the spatial database, and publish bulletins;
  14. Ensure the training and upgrading of partner personnel in cartographic / GIS / remote sensing concepts and software, through a well-targeted training program in the field of geographic data collection, management, exploitation and updating;
  15. Any other duties as required

EXPECTED DELIVERABLES

  • Inventory and locate activities ;
  • Map and produce information products to facilitate planning at country and field offices ;
  • Map types of activities;
  • Map socio-economic and environmental indicators;
  • Feed the office GIS database;
  • Map geographic prioritization and household targeting;
  • Produce thematic and spatial maps of climatic and environmental information.
  • Analyze, characterize and map activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

 

Experience: 

  • 3 to 5 years’ proven experience in GIS, data management and analysis, skills in SQL, statistical analysis software (SPSS, R, Python, etc.), Illustrator, MS Publisher, and report writing skills.
  • Experience in quantitative analysis and data management is an added advantage.

Language: Fluency in French (level C) and an intermediate level in English (level B).
