Org. Setting and Reporting

This position is located in the Programme Management Unit (PMU) of the Programme Management and Support Services Division (PMSSD) of the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland. The incumbent is under the direct supervision of the P5, Senior Management and Programme Analyst, and under the general supervision of D1, Principal Administrative Officer (PMSSD). This temporary vacancy is available for an initial period of 364 days.

Responsibilities

Programme plan:

  • Reviews, analyses and finalizes the preparation of the programme plan on the basis of divisional submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
  • Provides substantive support to relevant intergovernmental and expert bodies in their review of the programme plan and its revisions to secure approval from the General Assembly.
  • Provides advice and guidance on the preparation of the Programmes of Work of ECE intergovernmental bodies, ensuring compliance with the relevant UN rules and regulations.
  • Ensures legislative mandates are accurately translated into programme budgets.

Budget preparation:

  • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from divisions; ensures compliance with the programme plan and other legislative mandates.
  • Provides detailed input with respect to resource requirements for budget submissions.
  • Reviews, analyzes and finalizes programme budget/financial implications arising from decisions or resolutions of the Commission, the Economic and Social Council (ECOSOC), and the General Assembly and its subsidiary bodies.
  • Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

Programme monitoring:

  • Oversees quarterly updating of results and deliverables, as reflected in the approved programme plan, in the United Nations Strategic Management Application (SMA) and deliverables in SAP Portfolio and Project Management (SPPM) application, by divisional focal points. Ensures quality assurance and consistency of the performance reporting.
  • Prepares quarterly summary and brings any issue to the attention of the P5.
  • Monitors the preparation and implementation of the Publication Plan, represents ECE at the Publication Board and liaises with counterparts in Division of Conference Management (DCM) on these matters.
  • Provides substantive support to relevant intergovernmental and expert bodies.

General

  • Provides advice and guidance, including training, to ECE staff on budgetary and programme planning policies and procedures, including results-based budgeting.
  • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues.
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts reports for intergovernmental bodies and for management on programme budget issues, and correspondence.
  • Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications.
  • Provides support with respect to representation of the Secretary-General in meetings of legislative organs.
  • Ensures programmatic coordination with other Regional Commissions and relevant UN departments and agencies
  • May plan, organize, manage and supervise the work of the Unit/Section assigned.
  • Other related duties.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, law, finance, or a related field is required. A first-level university degree in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of seven (7) years of progressively responsible experience in finance, administration, budget, business administration or related area is required A minimum of four (4) years of experience in programme planning, monitoring, and reporting or budgeting is required. Experience with financial systems / finance modules of enterprise resource planning (ERP), such as Oracle, SAP or PeopleSoft or similar software, is desirable. Five years of experience in writing formal reports is desirable. At least one (1) year of experience in providing direct support on budgetary issues to intergovernmental bodies is desirable. At least one (1) year of experience with results-based approaches to budgeting is desirable Two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required and knowledge of Russian or French is desirable.
