Sudan is among the top four countries in the world with the highest prevalence of global acute malnutrition (GAM), with an estimated 13.6 percent. The nutrition outlook is expected to deteriorate in 2024 due to ongoing conflict since mid of April, food security decline, compromised health and WASH services, and prolonged displacement. The estimated people in need for nutrition services is projected to rise further with the deteriorating nutrition determinants. Currently, the nutrition cluster estimate that 3.67 million children under five will suffer from acute malnutrition during 2024, out of which, 729,000 children will have severe acute malnutrition which put them at immediate risk of death if not treated on timely manner.

How can you make a difference? 

You support the preparation, monitoring, and administration of the programme budget for SCO and support the budget oversight and provide advice to the UNICEF office including the  field offices on programme budget management.

Key functions, accountabilities and related duties/tasks:

1.Country Office Programme Budget Monitoring 

  • Monitor SCO all programme budgets on a timely basis, ensuring red flags on budget issues are brought to management attention.
  • Proactively identify and develop processes for better budget management by Programme and Operations sections.
  • Receive all budgetary allocations, enter them into the system (VISION) under relevant programme components for relevant years; re-phase and re-allocate funds as instructed by Chief, Deputy Representative and produce periodic country and regional offices programme management reports.
  • Support process of identification, request, allotment, and monitoring of use of global thematic funds for SCO.
  • Generate and verify data for SCO Country Management Team (CMT) meetings dashboards, scorecards, key management indicators, etc.

2. Contribution management

  • Support all aspects of contribution management (fundraising, proposals, donor reporting, etc.) for the SCO, including cross sectoral programmes, and ensure compliance with donor proposal and reporting SOP standards.
  • In coordination with the Reports Specialist, monitor the status of donor reports for SCO using Insight reports. Alert sections of outstanding donor reports. Draft letters for the Representative to sections failing to comply with donor reporting requirements.
  • Support the process of CO programme budget management .
  • In support of SCO oversight, monitor fund utilization in all programme outputs using Insight reports; alert the Chief Health and the Deputy Representative of any significant inconsistencies and/or short-falls in the financial performance of the country office.
  • For new Country Programmes, check programme codes and scopes and relevant focus areas.
  • Assist in the preparation of SCO budget using the Budget Formulation Tool (BFT). Ensure all budget allocations are within approved ceiling.
  • Compile/tabulate Quarterly Management Performance Reports (dashboards) for all  programme outputs with the key management indicators monitored by the CMT.
  • Answer relevant VISION and budget management queries from programmes and operations sections and assist in referring complex issues to relevant RO/HQ sections/staff ensuring that all such queries are timely and fully addressed.
  • Provide VISION and financial management training and orientation to Field and country offices staff when requested.

To qualify as an advocate for every child you will have…

  • Education: University degree in a technical field related to budget or financial management and/or monitoring.
  • Experience: Two years practical, professional work experience in financial/budget management and/or programme monitoring.

Experience working in emergency context.

  • Language Requirements: Fluency in English and Arabic language is required.

The following desirables:

  • Developing country work experience and/or familiarity with emergency.
  • Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language.

Otherwise, the selection will be canceled.
