The Agrifood Economics and Policy Division (ESA) conducts economic research and policy analysis and provides evidence-based support to national, regional and global policy processes and initiatives related to monitoring and analyzing food and agricultural policies, agribusiness and value chain development, rural transformation and poverty, food security and nutrition information and analysis, resilience, bioeconomy and climate-smart agriculture. The Division also leads the production of two FAO flagship publications: The State of Food and Agriculture (SOFA) and The State of Food Security and Nutrition in the World (SOFI).
ESA Division also hosts the Committee on World Food Security (CFS) Secretariat, the foremost inclusive international and intergovernmental platform for a broad range of committed stakeholders to work together in a coordinated manner and in support of country-led processes towards the elimination of hunger and ensuring food security and nutrition for all. The CFS Secretariat comprises staff and resources from the FAO, the International Fund for Agricultural Development (IFAD) and the World Food Programme (WFP). The CFS Secretariat provides technical and administrative support to the Committee, its Plenary Session, Bureau and Advisory Group Meetings and its intersessional working groups.
The position is located in the Agrifood Economics and Policy Division (ESA) at FAO headquarters in Rome, Italy.
The Programme Coordinator reports to the CFS Secretary and will work in close collaboration with other members of the CFS Secretariat.
Multistakeholder collaboration, stakeholder engagement, project management.
Develops, implements, evaluates, effective leadership and management of major projects and teams in accordance with the Division’s objectives and the FAO Strategic Framework.
Key Functions:
  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
  • Researches, analyses and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
  • Generates survey initiatives; reviews, analyses and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. background papers, analysis, sections of reports and studies, inputs to publications.
  • Provides substantive backstopping to consultative and other meetings and conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
Specific Functions:
  • Coordinates the project dedicated to supporting the use and uptake of CFS policy agreements at all levels.
  • Coordinates, in collaboration with donor partner and the Rome-based Agencies (RBA) technical units and relevant stakeholders, the work of identification of the CFS policy agreements and the specific activities that will be developed to promote their use.
  • Leads the CFS workstream on Enhanced efforts to increase awareness, ownership, use and usefulness of CFS policy outcomes, soliciting and providing technical, analytical and strategic inputs, coordinating technical task teams, liaising with technical units of the RBAs, supervising the organization of multistakeholder consultations and drafting technical documents.
  • Coordinates resource mobilization activities, including developing and maintaining linkages with resource partners, and coordinates the project that is established in support of the uptake function of CFS.
  • Prepares funding proposals, project documentation, administers and reports on projects and funding.
  • Contributes to outreach in relevant thematic areas/activities, providing support to strengthen linkages between CFS and global, regional and national entities focused on food security and nutrition.
  • Represents CFS in relevant fora and events to disseminate and give visibility to the results of the uptake function of the Committee and to the activities aimed at promoting the use of CFS policy agreements at national and regional levels.
  • Performs other related duties as required.
Candidates Will Be Assessed Against The Following:
Minimum Requirements:
  • Advanced university degree in business administration or public administration, social science, political science or a related field.
  • Seven years of relevant experience in project or programme management, administration or related area.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
Technical/Functional Skills:
  • Work experience in more than one location or area of work, particularly in field positions, is desirable
  • Extent and relevance of experience in working with inter-governmental bodies and multidisciplinary teams.
  • Extent and relevance of experience in programme/project formulation and implementation.
  • Extent and relevance of experience in coordinating the organization of high-level events and conferences.
  • Understanding of FAO policies and programmes is considered an asset
