Women’s political participation and leadership (WPPL) is one of UN Women’s primary areas of work. In order to strengthen the leadership and participation of women in decision-making processes, UN Women works to promote gender equality in political and electoral process at all levels, as articulated in UN Women’s Strategic Plan 2022-2025 Impact Area 1: Participation and Governance in Public Life: Women and girls participate in leadership and decision making and benefit from gender responsive governance. Additionally, WPPL is one of UN Women’s global Flagship Programme Initiatives designed to support women’s full participation and decision-making in political processes and institutions and guided by a history of international commitments to women’s representation.

The Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme will employ a number of strategies including developing skills and knowledge of women and capacities to actually practice them, convening diverse stakeholder networks and cross-functional groups of technical experts; policy and legal reform advocacy; establish coordination mechanisms for strategic partnerships; provide platforms for inclusive political and civic life; and strengthen evidence and knowledge on women’s civic and political engagement and leadership and contributing to the goal of increasing women’s representation in decision-making positions to at least 30%.

Governmental bodies engaged in the political reform process (such as MoPPA, the IMC, IEC etc.) will equally be supported in their efforts to build their internal structures and the capacities of women in decision-making positions (municipal and governorates’ councils and political parties) and enhance their accountability towards the implementation of gender related legislative amendments including Elections Law, Political Parties Law, and to apply improvements to the Law on Local Administration.

Reporting to the Assistant Representative on Gender Responsive Governance and Women’s Political Participation, and the overall guidance of the Deputy Country Representative,  the Programme Coordinator is responsible for coordinating the Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme which includes coordinating relationships with national partners and stakeholders, monitoring of and reporting on the implementation of Programme activities, supporting in managing finances and personnel of the Programme.

Duties and Responsibilities

      1. Coordinate the Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme

  • Coordinate the overall Programme work plan development and implementation according to the program document;
  • Gather inputs and coordinate the preparation of work plans, periodic narrative progress reports, and expenditures status reports;
  • Establish systems for project planning, implementation, and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

       2. Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme, raise potential problems and suggest solutions;
  • Identify capacity-building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.?

       3.Coordinate the monitoring and reporting on the Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme

  • Gather and compile all information necessary for monitoring and reporting on the programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme activities and results to Country Office reporting.

       4. Manage people and finances of the Women’s Civic Engagement and Agency towards an Inclusive Democratic Reform in Jordan Programme

  • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners;
  • Supervise Programme Associates and Assistants.

       5. Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.

       6. Advocate and facilitate knowledge-building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the program;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops, and knowledge products.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
  • Experience in coordinating, implementing, monitoring, and evaluating development programmes and projects is an asset.

Language Requirements:

  • Fluency in English and Arabic is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
  • Knowledge of gender dynamics within the national political context is an asset.
