The Danish Red Cross (DRC) is looking for a Programme Delegate in the occupied Palestinian territory (oPt). As Programme Delegate you will – together with the Palestine Red Crescent Society (PRCS) – be responsible for coordinating the qualitative implementation of DRC projects in the oPt, ensuring timely reporting and monitoring, and striving for synergies and coherence between and with the projects, PRCS departments, Partner National Societies (PNS), the IFRC and the ICRC.

The Danish Red Cross has been engaging with PRCS since 2002, working predominantly on Mental Health and Psychosocial Support (MHPSS) programming, youth development, and emergency services and response. The current portfolio consists of a Danish Ministry of Foreign Affairs (MFA) supported programme and ad hoc emergency projects funded by various Danish foundations and other contributors. The main programme supports community-based MHPSS activities with children and caregivers, youth development & engagement, and capacity exchange with the PRCS. Emergency projects often focus on the mobilization of volunteers to deliver Psychological First Aid (PFA), support to Emergency Medical Services (EMS) and provision of essential items; medical, food and non-food.

Your main tasks will include:

  • Provide support and guidance to PRCS for the timely and efficient management of DRC-supported projects, in terms of project coordination, planning, qualitative implementation and systematic monitoring; whilst ensuring that all relevant donor and DRC guidelines are adhered to.
  • Provide technical support to PRCS on project cycle management including M&E systems, and when and where relevant, train and supervise involved PRCS staff and volunteers.
  • Coordinate with PRCS in submitting timely and qualitative narrative and financial reports, and provide technical support to PRCS in ensuring reports are in line with donor and DRC guidelines.
  • Ensure timely formal submission of all project documents and reports – including Quality Assurance (QA) from DRC HQ on finance, logistics and other necessary (technical) areas.
  • Maintain oversight over the expenditures of the DRC-supported projects including financial monitoring; and provide support and guidance to PRCS to submit timely cash requests.
  • Stay abreast of the context and humanitarian needs development in the oPt.
  • Work with PRCS and DRC HQ to enable the exchange of capacity in areas of DRC technical expertise, in particular MHPSS and youth development.
  • Contribute to in-country Movement coordination and collaborate closely with Movement partners regarding the components of the DRC projects.

We believe that you fit this position, if you have:

  • A university-degree in humanitarian studies or other related fields.
  • At least five years of field experience in the implementation of humanitarian or development projects and/or emergency operations.
  • Proven experience with project M&E and reporting.
  • Experience in developing, analysing and following-up on budgets.
  • Good working knowledge with major relevant donors’ regulations, requirements and policies (Danish MFA, others).
  • Experience in programme development and writing proposals.
  • Experience working in partnerships and exchanging capacity with national and local partner organizations; experience working with the Red Cross Red Crescent Movement is considered an asset.
  • Knowledge of MHPSS and/or youth development programming is considered an asset.
  • Fluency in English, both written and verbal and excellent drafting skills. Knowledge of Danish or Arabic is an advantage.

Conditions:

As Programme Delegate you will become part of the DRC Country Office which is located in the PRCS HQ in Ramallah and is currently composed of 2 international delegates and one local staff. As Programme Delegate you will refer to the Country Manager.

The Programme Delegate will be based in Ramallah. If and when the situation allows this position may require travelling to the Gaza Strip. Having an international driver’s license and being able to drive a manual car is a prerequisite. Please note that the designation of this position as a family duty station or an accompanied post is subject to change based on the evolving context and in accordance with the regulations of the Red Cross Red Crescent Movement.

The contract will be administered in accordance with the Danish Red Cross Terms & Conditions for Long-Term Delegates. The length of the contract will be 12 months (with possibility of extension).
