Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. Join UNICEF Ethiopia to contribute to improving the lives of children and women.
Under the overall guidance of the Deputy Representative Programmes, and supervision of the Chief Programme Monitoring Unit (PMU) and in coordination of overall CPD Strategic Advisor, the consultant will provide technical support to the development of the CPD of UNICEF Ethiopia, starting from the development of a Theory of Change to the final write up of the Country Programme Document. The key duties and responsibilities of the consultant include the following:

  • Coordinate and provide quality assurance to the development and finalization of the Theory of Change (ToC) and Results Framework of the new Country Programme including the preparation of tools and guidance notes and the facilitation of internal and external consultations.
  • Draft the programme explanatory notes.
  • Draft a solid child centered CPD to be submitted to ESARO and the Executive Board for review and finalize with feedback.
To qualify as an advocate for every child you will have:
  • Knowledge of the RBM principles and experience of facilitating RBM trainings.
  • Ten years of work relevant professional experience in social development in the UN/UNICEF/INGO
  • A minimum of five years of relevant professional experience in leading strategic planning processes, including leading UNICEF CPD development processes.
  • Familiarity with UNICEF Planning tools, approaches, and guidelines.
  • Excellent communication and facilitation skills.
  • Previous experience in similar assignments with UNICEF, ideally within the Eastern and Southern African Region is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
