1. Organisational Setting:
Juzoor is a leading Palestinian NGO dedicated to improving the health and well-being of Palestinian families and promoting health rights in the West Bank, East Jerusalem, and Gaza.
We promote an interdisciplinary, cross-sectoral approach to improving the health and social well-being of individuals, families and communities based on national targets and needs. Juzoor works on multiple levels with civil society organizations, professionals, governmental bodies, service providers, and the community at large. Our principles are to build local capacities and empower local communities, targeting in specific women, children and youth, through innovative programmes that address their psychosocial, educational, economic and reproductive health needs.
Under the direct supervision of the Executive Director, the Programme Director (PM) will supervise planning and coordination of supervisees’ work, regularly inspect project sites, oversee implementation of grant activities, provide technical assistance to supervisees, and conduct regular field visits to assure quality standards of all Juzoor’s work. S/He will additionally verify information and work output stated in reports ensure quality standards of the supervisees’ work and fulfillment of work/design standards through random inspection reports, in addition to preparing weekly progress reports that contain essential verification/inspection findings and recommendations on remedial/improvement action.
The Programme Director is also responsible for the overall coordination of grant funding and use of funds and working closely with the grantees to ensure successful and effective design and implementation of funded activities to achieve planned objectives and outcomes, along with accountability of programme resources. Such responsibilities require a solid knowledge of the local context, its complexities and emergency interventions, especially in the areas of health and local cluster coordination and thematic areas. To this end, the Programme Director will supervise all works to familiarize counterparts with all necessary requirements to fulfill the objectives of the programme. The position is responsible for the managerial, operational, and administrative responsibilities of the team.
Finally, the Programme Director will demonstrate a quality of work and standards that is an example to others. S/He will lead by example to achieve a high level of efficiency, effectiveness and work quality, with a high degree of commitment to the Programme objectives and mission.
2. Background:
Juzoor seeks a professional Programme Director (PD) to be responsible for researching, planning, and implementing the organization’s programmes. The PD initiates goals based on the strategic objectives of Juzoor and coordinates with the Administration and Finance for allocating resources necessary to achieve those plans from start to finish including identifying processes, deadlines, etc. The PD is also responsible for the success of each programme s/he oversees. In addition, the PD researches, plans, and implements outreach services that will ensure a successful outcome on behalf of their clients/partners. Their overall goal is to ensure that all programmes are efficiently delivered and add value to the organization. The PD must have a broad knowledge of programme management, solid background and experience in the Health sector, and its thematic sub-sectors addressing emergency relief, nutrition, social behavioral change, trauma and emergency support and sustenance.
The PD oversees a team of professionals and leads large group discussions to answer questions or remedy complaints; creating an environment of open communication within the organisation by collaborating with other departments on decision-making responsibilities and initiating new goal-setting initiatives.

- The position holder acknowledges that all information is confidential to Juzoor such as documents, manuals, designs, applications of all sorts, agree that these documents are the sole custody of Juzoor and should not be used outside Juzoor organization unless it is cleared by Juzoor management and the board of directors, as stipulated in Juzoor’s IT & Data Policy.

4. Responsibilities:
- Arranging for functions, workshops and conferences and inviting targeted audience.
- Maintain constant and regular coordination and meetings with Senior Management to consult on guidance, updates, and reporting on the ground.
- Initiating and setting goals for programmes according to the strategic objectives of the organization.
- Planning the programmes from start to completion involving deadlines, milestones and processes.

- Developing budgets for Administration review and approval. Budgets are handled directly by Juzoor’s Finance Department.
- Devising evaluation strategies to monitor performance and determine the need for improvements.
- Participating with the assigned team(s) to develop partnerships, coalitions, and developmental strategies.
- Supervising all programme and project managers involved to provide feedback and resolving complex problems.
- Exploring ways to enhance efficiency and productivity of procedures and people.
- Applying change, risk and resource management principles, when needed.
- Reading and reviewing reports prepared by managers to determine progress and issues.
- Ensuring programme operations and activities adhere to legal guidelines and internal policies.
- Keeping senior management informed with detailed and accurate reports or presentations.
- Along with the Executive Director and Administrative and Finance Director, review proposals submitted by potential sub-recipients in accordance with internal grant review procedures, programme objectives and donor regulations.
- Coordinate all pre-award surveying, risk assessment, vetting and certification requirements, preparation of agreements, payment schedules or disbursements accordingly with the Executive Director and Administrative and Finance Director.
- Responsible for technical support for Programme out comes/ activities. This will include TORs development, interaction with concerned departments, liaison with consultants, review of outputs, monitoring of programme results and follow up.
- Assist Implementing partners in all matters including programme management, interaction with donors, recording of minutes of meeting, preparing presentation, dissemination of communication material and preparation of relevant reports as required by Juzoor and development partners.
- Interact with local authority bodies, international donors and other stakeholders of the programme.
- Coordinate with all implementing agencies, departments and other stakeholders of the Programme for holding consultative sessions on key programme’s interventions.
- Develop Terms of Reference (TORs) for consultants to engage consulting services on various programme activities.
- Monitor programme activities being implemented by different Implementing partners of the programme and address issues and bottlenecks.
- Provide Technical Assistance to Implementing partners for implementation of programme activities.
5. Post Requirements and Skills:
- Proven experience as programme director or other managerial position.
- Thorough understanding of project/programme management techniques and methods.
- Excellent Knowledge of performance evaluation techniques and key metrics.
- Outstanding knowledge of data analysis, reporting and budgeting.
- Working knowledge of MS office and programme management software.
- Excellent organizational and leadership skills.
- An analytical mindset with great problem-solving abilities.
- Solid knowledge of the Palestinian context and its complexities.
- Solid experience and knowledge in the Palestinian Health Context, its related clusters and network, as well as good knowledge in emergency support, nutrition, early childhood education (ECD), mental health, Sexual Rights and Human Rights (SRHR), Trauma Interventions, and Social Behavioural Change.
- Excellent communication skills.
6. Level of Responsibility:
- Carries out assignments independently.
- Expected to find solutions to problems after discussion with supervisor.
- Direct Supervisor: Juzoor’s Executive Director.
7. Experience required:
- Good knowledge of the health and social sectors, and people living with disabilities.
- Bachelors in Health/Hospital, Economics, Finance, Business Administration, Public Administration, Business Economics, Development Studies, Management & Planning or related social sciences/medical fields.
- Master’s degree in Health is a plus.
- At least ten years’ experience in Public sector, private or non-government sector or international organization;

- Language requirement:

9. Contract Duration:
The position is scheduled for 10 months. It may be subject to extension upon funds availability and the successful staff performance evaluation.
