Overview & Responsibilities
Under the supervision of the Regional Programme Manager and working closely with the Ukraine Programme Lead, the Consultant will support in backstopping IDLO’s project portfolio in Ukraine from HQ, with a focus on the following tasks:
Programme implementation:
Support the effective implementation of IDLO projects in Ukraine by undertaking the following tasks:
- Preparing programmatic reports, with a focus on data and relevant analysis
- Developing work plans related to the projects
- Contributing to briefings for senior management, preparing NtFs and similar documents
- Developing baseline monitoring and other planning documents
- Supporting monitoring of programme implementation and integration of relevant data in programmatic reporting
- Providing light administrative support in routine programme implementation and operations
- Providing support with Country Office reorganization in Ukraine
Programme development:
- Assist in developing programmatic proposals, with a special focus on integrating data collection and analysis components for evidence-based programming
- Provide support towards the development of dedicated MEL plans
Research:
- Assist the development of issue briefs and other relevant knowledge products related to IDLO programming, especially in the area of justice and anti-corruption
- Conduct substantive thematic research as related to the thematic areas of programmatic interventions, especially in the areas of criminal justice reform, accountability efforts and anti-corruption
- Support in the organization and implementation of research-related events of relevance to the regional programmatic portfolio, especially in the area of anti-corruption
Monitoring and Analysis:
- Regularly monitor and analyse political, social and security developments in Ukraine, which may have an impact on IDLO’s programmatic activities
- Keep abreast of Ukraine-related policy events taking place in Rome, The Hague, and Brussels of interest to IDLO, attend online events and produce relevant NtFs
- Keep abreast of relevant key donor political and policy developments as relates to Ukraine for sharing with the team.
The Regional Programme Manager and Programme Lead may specify additional tasks related to the above responsibilities.
Job Requirements
Education and Work experience
- Graduate degree, master’s or equivalent, in Law, International Relations, Development Studies or any other related field is required;
- 3 to 5 years of relevant professional experience ideally with an international organization, is required;
- Professional experience in rule of law programming is required.
Languages
- Fluent oral and written English skills are required, knowledge of Ukrainian would be an asset.
Specific knowledge, skills and competencies
- Familiarity with standard program and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles;
- Excellent written and verbal communication skills;
- Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software;
- Works well with others and actively participates. Shares information, contributes, encourages and motivates others to become involved in team activities;
- Resilient, able to work under pressure with tight deadlines, flexible and an entrepreneurial spirit;
- Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
