Under the direct supervision of the Deputy Fund Director, the Programme Management Advisor (Food Security Analyst) will bring excellent analytical skills, have a background in food security, livelihoods and nutrition analysis, and be able to build technical support within the LIFT team. The successful candidate must be able to position LIFT as a Thought Leader in the development space.
Functional Responsibilities

- Provide technical advice and support to LIFT and its partners on matters pertaining to food security and nutrition strategies, policies, and programs.
- Designing and implementing assessments of food availability, access and utilization, and exposure to risks that draw upon the evolving situation in the country and its cultural context
- Keep up to date with and advise on food assistance developments and issues and the potential impact upon LIFT’s activities to enable timely and appropriate program evolution and intervention.
- Provide advice and guidance on the development of food security-related activities, providing technical analysis, interpretation and recommendations to enable food assistance needs to be met effectively.
Monitoring and reporting:
- Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
- Lead/conduct complex food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider policies, processes and guidance to enable effective decision-making on advancing the LIFT 2024-2028 Strategy, partnership policies and program approaches.
- Support the monitoring and evaluation of LIFT’s activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.
Stakeholder engagement:
- Coordinate and/or provide technical support on global, regional,and country initiatives to implement food security analysis activities.
- Develop partnerships to advance analysis, including inter-agency collaboration, to ensure robust and comprehensive information is incorporated into decision making for LIFT management.
- Represent UNOPS during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on an evidence base), and identify areas for potential collaboration.
Knowledge management and innovation :
- Provide coaching and guidance as required to ensure staff development and enable high performance.
- Build capacity of staff, partners, and institutions (where possible) to conduct food security, nutrition, markets and resilience analysis to effectively inform preparedness and response activities.
- Impact of Results/ Monitoring and Progress Controls
- Programme Management Advisor (Food Security Analyst) directly impacts on achievement of project results by adhering to project management methods and strategies, reducing risks, cutting costs and improving success rates. This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.
Education/Experience/Language requirements;
Education:
- Advanced University degree preferably in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, is required.
- Bachelor’s degree with an additional 2 years of relevant work experience is considered an equivalent.
Experience:
- At least 7 years of experience in food security analysis and reporting as well as capacity development of partners, including institutions is required.
- Experience in leading surveys and different types of food and nutrition security assessments, including the design, data collection and analysis is required.
- Experience in advanced writing skills to translate analysis into understandable narrative for diverse audiences is required.
- Experience implementing food security analysis and reporting in Myanmar or in other Southeast Asian countries is an asset.
- Experience working with UN agencies or other international organizations would be an advantage.
- Experience in the usage of computers and office software packages (e.g. MS Office newer versions, Google Suite Applications) is required.
Language Requirements:
- Fluency in English is mandatory.
- Knowledge of a second UN language is an advantage.
