UNDP China has been working in China over the past 44 years, partnering to advance various phases of China’s development. UNDP China’s actions and programmes for the period of 2021-2025 are defined in its Country Programme Document for China (CPD), prepared in cooperation with the Government of China and other partners. The CPD contributes to the United Nations Sustainable Development Cooperation Framework for China (UNSDCF) 2021-2025 and is aligned to support the development priorities outlined in the Government of China’s 14th Five Year Plan.

UNDP supports the attainment of the SDGs in China, by promoting sustainable development principles in policies and decision-making, focusing on reducing inequality, promoting inclusive, low-carbon growth and protecting the environment.  Our work also involves shaping the policy discourse and practices in China’s development cooperation and overseas public and private financing by providing policy and technical guidance on alignment with international best practices and norms. In addition, UNDP leverages its global network  to facilitate mutual knowledge and experience sharing between China and partner countries on best practices and lessons learned to advance the SDGs including via South-South Cooperation (SSC).

UNDP’s CPD implementation in China encompasses engagement with more than 15 Ministries and government representatives at the national and sub-national levels.

The Programme Management and Oversight Analyst provides support to Country Office (CO) management in ensuring the effective implementation of the CPD, driven by results-based management approaches and enterprise risk management practices, to advance the SDGs in China.

Job Purpose

Under the direct supervision of the Deputy Resident Representative, the Programme Management and Oversight Analyst faciliates compliance activities of the Office and provides advice on quality assurance and oversight work for Country Office programme and operations activities as outlined in the CPD.

S/he will provide inputs for programmatic performance oversight and troubleshooting and supports in implementing solutions to identified challenges, including through the development and follow up to improvement plans or remedial actions. The Programme Management and Oversight Analystpromotes a collaborative, solution-driven approach consistent with UNDP rules and regulations and works in close cooperation with management, Programme, Operations and other Teams within the UNDP China Country Office, UNDP Bangkok Regional Hub, Regional Bureau for Asia and the Pacific and relevant HQ units.

The Programme Management and Oversight Analystis expected to have a proven track record in results-based management advice and support including advanced analytical skills ,  as well as proficient knowledge of enterprise risk management. S/he should have a track record of strong teambuilding, interpersonal and communication skills, and client-oriented approaches in problem solving. S/he is expected to demonstrate  initiative in making use of information received from multiple teams, diverse reports generated, etc. to provide analytical and evidence-based inputs to support the effective implementation of the CPD and strategic positioning of UNDP in China.

S/he is expected to coordinate closely across teams and provide oversight and technical advice on risk-informed programmes and operations and ensure full compliance of corporate requirements of projects funded by the vertical funds and the private sector. S/he will also be a member of the UN  Programme Monitoring and EvaluationTeam and is expected to contribute to advance the work of the UN in China, where relevant.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across  interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions,  teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities
  • Implement and participate in the design of monitoring and evaluation frameworks, systems, and tools, and as applicable, conduct programme quality assurance in keeping with corporate policies and to ensure achievement of CPD quality results and impact , focusing achievement of following results

 

  1. Support the review of internal control mechanisms/templates and facilitate compliance of programme and project management actions (at the design, implementation and closure stages) to ensure they are implemented consistently and in accordance with UNDP Programme and Operations policies and procedures (POPP).
  2. Facilitate adherence to UNDP’s standard operating procedures and business processes to ensure quality of the project formulation and implementation; and ensure that adequate and effective monitoring and oversight systems are established for high-risk, high complexity and vertical fund projects,.
  3. Provide technical inputs to project design, pre-appraisal and quality assurance reviews of the draft project documents to improve the quality of programming, including capacity assessments of partners, risk management, governance mechanisms and implementation arrangements, and SESP for projects funded by the vertical funds and the private sector.
  4. Contribute to the achievement of project outputs and country programme outcomes by participating in regular oversight review of projects; assess reliability and integrity of information provided in project plans and reports; and the completeness of supporting documents.
  5. Guide programme teams on effective use of tools and methodologies for planning, monitoring and reporting to better orient projects against UNDP corporate and specific donor policies related to project design and management, offering inputs on concrete programming options to enhance project compliance, portfolio analysis, review of evaluations, performance analytics, and other available sources of lessons and best practices.
  6. Promote transparency and accountability in project implementation and overall programme management and contribute to targeted performance reviews to ensure targets are met; and make appropriate recommendations for improvement.
  7. Contribute to the integration of women’s empowerment and gender equality aspects in programming, including quality assurance of assigned gender markers, as required.

 

  • Supports effective management of the evaluation process in the Country Office, focusing on achievement of the following results:
  1. Support  the implementation of the enterprise risk management (ERM) policy and procedures, including risk identification, risk assessments, risk analysis for decision making, design and implementation of risk mitigation strategies, actions, risk escalation, etc.
  2. Perform the function of Country Office Audit focal point, consolidating the inputs from various team to contribute to various audit-mandated and compliance tasks, including data collection and analysis, follow-up to the audit recommendations, evidence-based reporting and other activities.
  3. Guide programme team members to undertake effective reviews of the Country Office risk registers and ensure that quality of risks are of good quality and adequately assessed and escalated if need be.
  4. Promote effective application across all teams of the Social and Environmental Standards and facilitates oversight of adequate establishment of safeguards at country level, notably from the vertical funds and the private sector.

 

  • Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results
  1. Provide analysis and technical support to facilitate high quality of evaluations and audit and ensure management action plans as well as adjustments to business operations and programming approaches are effectively tracked and implemented.
  2. Prepare draft data analysis and reports on project implementation, with pragmatic recommendations on control issues requiring CO management’s actions and interventions.
  3. Contribute effectively to preparation of country assessments, UNSDCF, CPD and other planning documents, support their operationalization and implementation in cooperation with key stakeholders and UN Agencies.
  4. Contribute to ensure accuracy and completeness of information on programme planning, pipeline management; and related management practices on Quantum and other corporate management dashboards.
  5. Support to review adequate projects set up in line with approved project documents; ensure that all ERP/PIMS/Quantum and other platforms attributes/ entries are created accordingly and maintained regularly. Ensure that any changes are implemented as required by UNDP’s programme and project management processes.
  6. Conduct periodic and targeted quality assurance reviews of programme and project documentation and risk management, and making recommendations on improvement to Resident Representative and Management Team.
  • Promote the result based performance management of the CO, focusing on achievement of the following results
  1. Contribute to regular oversight and monitoring actions pertaining to overall management performance of the Country Office and provide technical advice to the Senior Management on improvement strategies and action plans;
  2. Work closely with programme and operations teams to  identify and address management performance trends against set annual targets and corporate KPIs, recognize root causes and address gaps identified by corporate dashboards, audits, quality assurance reviews and oversight, online performance monitoring tools, Vital signs etc.
  3. Support periodic quality assurance and oversight of programme and operations management, addressing bottlenecks and deficiencies in issues related to programme and operations and make recommendations for improvement to CO management teams.
  4. Contribute to stronger coordination between Programme and Operations teams to promote and support synergies for implementation of the programme and assessment of results.
  5. Provide technical inputs in designing and monitoring Country Office performance pulse, integrating programmatic and operational performance metrics, including regional priorities and regional Integrated Work Plan (IWP) / CO Business Plan and Annual Compacts etc.
  6. Draft the response to respond to the recommendations from global audits, regional assessments and corporate actions plans, etc.

 

  • Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  1. Contribute to regular capacity assessments capacity development actions.
  2. Contribute to knowledge dissemination across the office and projects to ensure colleagues have easy access to resources and tools.
  3. Conduct analysis of COs’ data and case evidence to distil relevant lessons on programme and project management and implementation.
  4. Contribute to CO capacity building efforts and the planning and delivery of workshops and learning events.

Required Skills and Experience

Education
  • Advanced university degree (Master’sdegree or equivalent) in Business Administration, Project Management, International Development or other social science areas in a related field is required. or
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.
  • Certification in programme/project management (e.g., PRINCE, MSP, PMP, etc.) and/or accounting/audit/evaluation areas will be a distinct advantage.
 Experience, Knowledge, and Skills
  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of experience in M&E or programme management is required.
  • Proficient understanding of the Government of China’s   system, policies and protocols related to the implementation of work programme by international organisations.
  • Proven experience in results-based management advice and support  preferably within UNDP or another UN agency or international organization, with sound knowledge and experience in all aspects of the project cycle is an asset.
  • Demonstrated experience in programme/project management or programme finance or   operations management is highly advantageous.
  • Strong knowledge of UNDP Enterprise Risk Management policy, Accountability Framework, programme and project management policies and procedures is highly desirable.
  • Knowledge of UNDP policies and practices is highly desirable.
  • Proven track record in partnership building and facilitating external communications with the Government of China is an asset.
  • Fluency in English and Mandarin is required
