This position is located in the UNODC Programme Office in Bangladesh (POBGD) – Global Maritime Crime Programme (GMCP), Indian Ocean East (IOE) Project, with duty station in Dhaka, Bangladesh, Regional Office for South Asia (ROSA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Global Maritime Crime Programme (GMCP) operates under the Border Management Branch (BMB), Division for Operations (DO). The Programme Management Assistant (Administration/Finance, GMCP) will work under the overall guidance of the UNODC regional Representative for South Asia (ROSA) and the direct supervision of the GMCP Programme Officer in Bangladesh and in close coordination with the GMCP regional Programme Coordinator (Indian Ocean East) located in the Programme Office in Sri Lanka (POLKA). Responsibilities
The incumbent will support UNODC GMCP programming in Bangladesh, particularly providing administrative and financial assistance for the successful implementation of project activities. Within assigned authority, the Programme Management Assistant (Administration/Finance, GMCP) will be responsible for the following specific duties, in line with United Nations rules and regulations:
- Provide overall support in administration, human resources management, procurement, finance and logistics for UNODC GMCP office in Bangladesh.
- Support the project management by providing daily administrative support to ensure the smooth operation of project activities.
- Assist in project/programme and/or budget revisions, the preparation and dissemination of costed work plans, terms of reference and other documents linked to project activities.
- Assist Supervisor in the monitoring and evaluation of GMCP in South Asia; categorize, update, track and analyse data related to implementation of grants; identify issues and initiate requisite follow-up actions; prepare revised budget estimates; report on budget revisions, expenditures and obligations, verify availability of funds.
- Help identify and source possible service providers, and serve as main liaison for all vendors, suppliers and service providers.
- Support procurement of goods/services and contract management, in line with project objectives.
- Prepare and check bill vouchers to ensure compliance.
- Review and process all payments/claims of staff and other service providers and ensure timely settlement of claims as per UN rules and regulations.
- Maintain inventory of project assets and support the annual physical verification.
- As member of a Team, actively contribute to project audits (internal/external).
- Assist with financial and project administration-related activities, including liaison with different government agencies and/or partners, as directed.
- Perform any other activities/tasks as assigned by the supervisor and project management.
- Ensures fluid and constant communication with United Nations staff, vendors, suppliers of services and goods to UNODC, and other relevant stakeholders in Bangladesh.
- Process necessary follow-up under minimal supervision, seeking advice from and/or reporting to supervisor as required.
- Assist in organizing specialized training on issues related to maritime law enforcement and other forms of transnational organized crime for national officials involved in responding to maritime crime.
- Assist in the preparation of written outputs for successful procurement plans and processes required.
- Support field missions including provision of substantive and administrative support, travel arrangements for staff and training and meeting participants, etc.
- Coordinate transportation services, regular vehicle maintenance and insurance.
- Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assist with visualizations and updating information material such as web pages or brochures.
- Perform other work-related duties as assigned by supervisor and/or project management.
Education
- High school diploma or equivalent is required.
Work Experience
- A minimum of seven (7) years of experience in in programme or project administration, technical cooperation or related area is required. The minimum number of years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Work experience in organizing workshops, training programmes and/or conferences is required. Experience with Microsoft 365 software packages (Outlook, SharePoint/OneDrive, Office, Excel, PowerPoint) is required. Work experience with an Enterprise Resource Planning (ERP) system is required. Experience working with SAP/Umoja is desirable. Work experience within the United Nations system or similar international organizations is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Bangla/Bengali is required. Knowledge of another United Nations official language is an advantage.
