The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Climate Change Division works with Members States and Partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data information and knowledge, access to finance and technology, and building resilience. It promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. The position is located in UNEP’s Climate Change Division, Mitigation Branch, at the Paris duty station. Under the overall supervision of the Chief of the Programme Management and Administration Unit (PMAU) and the direct supervision of the Administrative Officer, the incumbent will perform the following tasks:
Responsibilities
General administrative and programme related support: 1. Assist the Administrative Officer and Project Managers in the preparation of revisions, processing and execution of UN Environment projects, including Legal Agreements, Memoranda of Understanding, etc as well as project budgets where applicable. 2. Draft standard advice to project managers on rules procedures and requirements. 3. Create and maintain databases on all current legal instruments by entering relevant information from standard documents into database. 4. Assist in knowledge building and knowledge sharing through collecting information to update PMAU and Mitigation Branch guidelines. 5. Support the logistics related to the provision of training for Project Managers to familiarize them with rules, regulations, procedures and processing of UN Environment agreements. 6. Support the Delegation of Authority reporting and repository of legal instruments for the Mitigation Branch on a quarterly basis. 7. Review and monitor budgets and assist coordination of fund availability with Finance Assistant (G6). 8. Ensure necessary approval and entry in computerized tracking system. Other: 1. Assists in the coordination of programme/project planning and preparation work; Compiles, summarizes, and presents information/data on specific programmes/project and related topics or issues. 2. Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions. 3. Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management. 4. Reviews budget revisions, verifies availability of funds, ensures necessary approval and entry in computerized budget system. 5. Provide general office assistance. 6. Respond to complex information requests and inquiries. 7. Review, log and route incoming correspondence. 8. Set up and maintain files/record. 9. Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. 10. Assists with visualizations and updating information material such as web pages or brochures. 11. Perform other related duties as may be assigned.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Additional technical qualifications, such as MS Office applications proficiency are required. Course work in the legal area is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in legal contracts, project administration, budget, administrative services or related fields is required. The minimum no. of years of relevant experience is reduced by two (2) years for candidates who possess a first-level university degree. Working experience with the UN system or other similar international organizations is required. Working experience with UN Rules and regulations is desirable. One (1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; For the post advertised, fluency in English is required; Knowledge of another UN official language is an advantage. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
Assessment
Evaluation of qualified candidates for this position may include substantive assessment which may be followed by a competency-based interview.

Appointment against this post is for an initial period of one (1) year and may be subject to extension.
