This position is located in the Policy, Advocacy, Donor Relations and Outreach Section of United Nations Mine Action Service (UNMAS), Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peace Operations (DPO) in New York. The incumbent will report to the Chief of Section. Established in 1997, UNMAS leads, coordinates and implements all aspects linked to the mitigation of the threats from mines and explosive remnants of war. UNMAS operates under UN legislative mandates (UN General Assembly, UN Security Council etc.), requests by the UN Secretary-General or his designated official, mostly in response to a humanitarian emergency. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official.

Responsibilities

Under the strategic guidance of the Director UNMAS and direct supervision of the Chief of PADROS, the Programme Management Officer (Donor Relations) will perform the following duties:

  • Serve as coordinator for funding provided through the United Nations Voluntary Trust Fund for Assistance in Mine Action.
  • Liaise with the international donor community including Permanent Representations, relevant national Ministries, multilateral funding sources of mine action, and private sector funding sources and propose opportunities for donor funding of mine action activities.
  • Consult with UNMAS stakeholders on funding requirements, the objectives and outputs of programmes and their alignment with donor priorities.
  • Develop, monitor and implement resource mobilization initiatives and plans, in consultation with UNMAS senior management, and support monitoring, reporting and evaluation against resource mobilization targets and donor agreements.
  • Develop resource mobilization materials (guidance notes, business processes, proposals etc.), in collaboration with UNMAS stakeholders, to enhance the ability of colleagues to attract extra-budgetary resources into the United Nations Voluntary Trust Fund for Assistance in Mine Action
  • Negotiate contribution agreements (in partnership with the UN Office of Legal Affairs and other stakeholders as required) for approval and signature by the Director.
  • Coordinate and monitor compliance of UNMAS with donor contribution agreements and respond to donor queries and requests.
  • Support senior management engagement with donors and represent UNMAS as appropriate in donor meetings and conferences.
  • Prepare written inputs to support resource mobilization undertaken by the Director and other senior UN officials.
  • In consultation with the budget and finance unit, monitor pledges, contributions, payments, allotments and transfers into the Voluntary Trust Fund for Assistance in Mine Action.
  • Ensure that appropriate reporting on donor contributions is on target, meeting deadlines and fulfilling all funding agreement and visibility requirements.
  • Gather information on mine action resources and funding opportunities for UN-system entities of relevance to UNMAS and support appropriate review and analysis of issues and trends.
  • Monitor global funding and trends, donor pledges and in-kind as well as cash contributions to UNMAS and the Voluntary Trust Fund for Assistance in Mine Action.
  • Lead donor relations team.
  • Carry out other duties as appropriate.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration, or related area is required.
  • Two years of experience in engaging with donors, including reviewing and negotiating related funding agreements, and managing complex projects is required.
  • Experience interacting and coordinating with senior level stakeholders, groups of donors and United Nations Permanent Missions related to mine action issues is desirable.
  • Experience working with United Nations Financial Rules and Regulations is desirable.
  • Experience supporting senior management is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
