This position is located in the Internet Governance Forum (IGF) Secretariat, Division for Public Institutions and Digital Government (DPIDG), UN Department of Economic and Social Affairs (UN DESA), based in Geneva. The IGF is a global multistakeholder platform that facilitates the discussion of public policy issues pertaining to the Internet. The IGF has been convened by the Secretary-General and supported by UN DESA since 2006. The incumbent will report to Senior Programme Management Officer at the IGF Secretariat.
Responsibilities
Within delegated authority and under the direct supervision of the Senior Programme Management Officer and the overall guidance of the Head of Office (IGF Secretariat), the Programme Management Officer will be responsible for the following duties:
- Participates in the development, implementation and evaluation of the work programme of the IGF Secretariat; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting assignments in various intersessional work streams of IGF, particularly in the coordination and management of the network of the National and Regional IGF initiatives (NRIs), that are organic and independent formations acting in accordance with the main principles of the global IGF; support NRIs in collaboration with partners, by supporting, planning and facilitating workshops, through other interactive sessions and assisting in developing action plans.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy and programmatic development, including the review and analysis of issues and trends in Internet governance, preparation of evaluations or other research activities and studies, in preparation of the annual meetings of the Internet Governance Forum and related intersessional workstreams.
- Undertakes survey initiatives and data assessment; reviews, analyzes and interprets responses, identifies problems/issues and prepares recommendations on issues related to Internet governance.
- Prepares various written outputs, e.g. draft annual reports, background papers, analysis, sections of studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach and communication activities for the IGF Secretariat; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates capacity development activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns in Internet and digital development, and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in public administration, legal, business administration, management, economics or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. At least three years of experience in global Internet governance issues is required. Experience in data analytics, digital development or related area is required. Experience in multistakeholder management and collaboration is required. Experience working in the UN or other intergovernmental organizations is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
