The overall objective of UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The focus of the Programme Officer is the implementation, monitoring and evaluation of programmes, operations and other activities under the UNEP Plastics Initiative, related to developing policies and business actions on circular economy, supporting the implementation of Extended Producer Responsibility policies and schemes, and scaling up reuse and refill systems to reduce plastic pollution. Under the direct supervision of the Head of the Consumption and Production Unit, the incumbent will be responsible for the following duties:
Responsibilities
• Participates in the development, implementation and evaluation of assigned programmes/projects on policies and actions on circular economy, Extended Producer Responsibility, and reuse and refill systems; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Supports the engagement with governmental and business partners to increase their ambition, commitments, and actions to reduce plastic pollution. • Liaises with funding agencies and donors to prepare project concepts, proposals and documents to acquire resources and support to scale up circular actions to reduce plastic pollution. • Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements.) and prepares related documents/reports (pledging, work programme, programme budget). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.
Competencies
PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to the circular economy of plastics. Ability to identify issues, analyze and participate in the resolution of developing solutions to reduce plastic pollution in the areas of circular policies and regulations, Extended Producer Responsibility, reuse and refill system. Ability to conduct data collection using various methods related to the assessment of hotspots of plastic pollution at national and city level; experience in interpreting Life Cycle Assessment (LCA) studies. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education
Advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental management, environmental economics , management, international relations, public policy, manufacturing, engineering and engineering technology, and mechanical engineering or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area on circular economy of plastics, Extended Producers Responsibility, reuse and refill systems to reduce plastic pollution is required. Experience in working in the public sector or the private sector, and liaising with donors for resource mobilization is required. Experience working with the UN or similar international organizations on plastics pollution issues or the plastics-environment nexus is desirable Experience with Enterprise Resource Planning (ERP) systems, such as Umoja, is desirable. Two (2) years or more of experience in data analytics or related area is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable. NOTE: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
